A. Eight
(8) copies of the final or record plat of the subdivision, or of any
part of a larger subdivision, shall be submitted to the Planning and
Zoning Commission by the developer. Six (6) copies shall be in black-line
or blue-line and two (2) copies shall be a print or prints on Mylar
or similar durable material eighteen (18) inches wide by twenty-four
(24) inches long or twenty-four (24) inches wide by thirty-six (36)
inches long. When more than one (1) sheet is used for any plat, each
sheet shall be numbered consecutively and shall contain a notation
giving the total number of sheets.
B. There
shall be a binding margin of one and one-half (1½) inches on
the left side and one (1) inch margins on all other sides. The plat
shall be drawn at a scale of one hundred (100) feet or less to the
inch. Said scale shall be indicated on the plat graphically.
C. When
a street is on a circular curve, the main chord of the centerline
shall be drawn in water-proof, non-fading ink in its proper place;
and either on it or in an adjoining table shall be noted its bearing,
length, the radius of the circle of which the curve is a part, the
central angle subtended, and the bearing of the radius at the point
of curve. The lot lines on the street sides may be shown in the same
manner or by bearings and distances.

A boundary survey of the tract to be included on the final plat
shall be completed in accordance with the Standards for Property Boundary
Surveys adopted by the Missouri Board of Architects, Professional
Engineers and Land Surveyors and with the current Minimum Standards
for Property Boundary Surveys as promulgated by the Missouri Department
of Natural Resources.

The plat shall clearly show exact location and the width along
the property line of all existing recorded streets intersecting or
paralleling the boundaries of the tract.

The plat shall clearly show true bearings and distances to the
nearest established street boundaries, or other established survey
lines, or other official monuments, which monuments shall be located
or accurately described on the plat. Any other established survey
or corporation lines shall be accurately monument-marked and located
on the plat, and their names shall be lettered on them.

The plat shall clearly show the accurate location and material
of all permanent reference monuments.

A. The
exact layout of the plat shall be shown including:
1. Street and alley lines. Their names, bearings, angles of intersection
and widths (including widths along the line of any obliquely intersecting
street);
2. The length of all areas. Radii points of curvature and tangent bearings;
3. All easements and rights-of-way, when provided for or owned by public
services (with any limitation of the easement rights definitely stated
on the plat);
4. All lot lines with dimensions in feet and hundredths and with bearings
and angles to minutes.

The plat shall show lots and shall be numbered in numerical
order. In tracts containing more than one (1) block, the blocks shall
be likewise numbered in numerical order. In the case of re-subdivision
of lots in any block, such re-subdivided lots shall be designated
by their original number prefixed with the term most accurately describing
such division, such as W ½ of 3, N 40' of 5, etc., or they
shall be designated numerically beginning with the number following
the highest lot numbered in the block.

The accurate outline of all property, which is offered for dedication
for public use, shall be so designated and shall be shown on the plat.

In case the subdivision is traversed by a watercourse, channel,
stream or creek, it shall be shown.

Setback building lines as fixed by the zoning regulations and
any other setback lines or street lines established by public authority
and those stipulated in the subdivision restrictions shall be shown.

Private restrictions, if any, including boundaries of each type
of use restrictions; and other private restrictions for each definitely
restricted section of the subdivision shall be shown.

Name of the subdivision and the name or number of the larger
subdivision or tract of which the tract now subdivided is a part shall
be shown.

The plat shall show names and locations of adjoining subdivisions
and the location of adjoining subdivided property.

Names and addresses of the owner or owners of record, the developer,
and of the engineer and surveyor shall be indicated on the plat.

North arrow, scale, date and title shall be shown on the plat.

The plat shall contain affidavit and declaration by a Missouri
professional land surveyor to the effect that he has fully complied
with the requirements of these regulations and the current "Missouri
Minimum Standards for Property Boundary Surveys"; that the plat is
a correct representation of all the exterior boundaries of the land
surveyed and the subdivision of it; that the plat represents a survey
made by him and that all monuments indicated thereon actually exist
and their location, size and material are correctly shown.

The plat shall contain a certificate by the owner of the land
in substantially the following form: "As owner I hereby certify that
I have caused the land described on this plat to be surveyed, divided,
mapped, dedicated and access rights reserved as represented on the
plat". This certificate shall be notarized.

The plat shall contain a certificate issued by the authorized
City and County officials to the effect that there are no unpaid taxes
due and payable at the time of plat approval and no unpaid special
assessments, whether or not due and payable at the time of plat approval,
on any of the lands included in the plat, and that all outstanding
taxes and special assessments have been paid on all property dedicated
to public use.

The Planning and Zoning Commission Chairman shall certify that
the plat meets all applicable requirements, and said certificate shall
be affixed to the final plat. Prior to certifying that the plat meets
all applicable requirements, the Planning and Zoning Commission may
request affidavits, certificates, acknowledgments, agreements or endorsements
from any public agency concerned.

The City Administrator shall certify that the plat conforms
to all applicable City requirements and specifications.
