Permits are required on the following: new buildings of all types, parking lots, driveways, signs, excavations over ten (10) feet deep, storage tanks over one thousand (1,000) gallons, swimming pools, travel-trailer parks, mobile home parks and mobile homes, demolition and moving of buildings, reroofing, remodeling, decks and portable buildings.

Two (2) sets of plans or drawings must be submitted to the Building Official for his/her approval before a permit can be issued, one (1) set to remain in the City office.

No permit will be issued until the fees prescribed in this Chapter shall have been paid to the City.

PUBLIC HEARING FEES AND FEES ASSOCIATED WITH LANDOWNER INITIATED ANNEXATION:
All costs associated with public hearings, including publication costs, certified mailing costs, sign posting costs, recording, and all other associated costs and expenses, shall be paid by the applicant as fees.
VOLUNTARY ANNEXATION REQUEST:
The applicant shall be responsible for all advertising costs relating to the public hearing notices and recording fees.

No permit will be issued until a release is obtained from the utilities stating that their service connections, such as meters and regulators, have been removed or sealed and plugged in a safe manner.

In addition to the requirements set forth in Section 500.510 of this Code, no building permit shall be issued unless the building plans or drawings have been submitted to and approved by the Building Official as provided in Section 500.470 of this Code.

A. 
All applicants for building permits shall file the following information with the City prior to issuance of a building permit unless any of the same are waived in writing by the Building Official:
1. 
An adequate plan for wastewater disposal for the proposed construction;
2. 
An affidavit of an engineer, environmental expert or other expert in wastewater disposal, verifying that the plan is in no way detrimental to the health and safety of the citizens and residents of the City of Strafford;
3. 
Substantial evidence that the plan has been presented to the Missouri Department of Natural Resources and the Greene County Health Department and approved as an adequate plan for wastewater disposal for the proposed construction and for the City of Strafford; and
4. 
An affidavit that the applicant will undertake construction in accordance with the plan for wastewater disposal and will be fully responsible for all costs in connection with the plan for wastewater disposal.
5. 
Prior to the issuance of a building permit for properties on which existing septic lateral systems are located, the applicant shall first satisfy the City by affidavit that the system to be used after construction will include a tank of at least eight hundred (800) gallons and minimum lateral of one hundred sixteen (116) linear feet or three hundred sixty (360) square feet.
B. 
Upon receipt of the above-referenced information or written waiver of the same from the Building Official and, further, upon receipt of a proper application, the City Clerk or the City Collector shall issue a building permit. If the City Clerk or the City Collector does not find the application to be proper or if a waiver has not been filed and the required information has not been filed with the City, then no building permit shall be issued.
C. 
In the event that no building permit is issued, the applicant may take the matter before the Board of Aldermen at the next regularly scheduled meeting of such Board, and the Board shall make a decision with respect to the issuance of the building permit within thirty-five (35) days thereafter. The decision of the Board of Aldermen shall be binding upon all concerned.
D. 
If the matter of a denial of a building permit is taken before the Board of Aldermen, no additional information or documents shall be filed with the City by such applicant, nor shall any modifications be made to the application for the building permit.

The Building Official(s) shall be designated by the City Administrator. Building Officials may include designated City staff, outside contracted representatives or members of the City engineering firm. In the case of contracted employees, the Board of Aldermen will approve specific contracts, including fee schedules, for those representatives. If the Building Official shall have any pecuniary or personal interest in any structure to be inspected, the official shall not inspect same. In such situation, the official shall notify the City of his/her interest and request the appointment of an alternate inspector.
