A certain document, two copies of which are on file in the office of North Codorus Township, being marked and designated as the International Plumbing Code, 2003 edition, as published by the International Code Council, be and is hereby adopted as the Plumbing Code of North Codorus Township, in the Commonwealth of Pennsylvania, regulating and governing the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of plumbing systems as herein provided; providing for the issuance of permits and collection of fees therefor; and each and all of the regulations, provisions, penalties, conditions, and terms of said Plumbing Code on file in the office of North Codorus Township are hereby referred to, adopted, and made a part hereof, as if fully set out in this ordinance, with the additions, insertions, deletions and changes, if any prescribed in § 137-2.
The following sections are hereby revised:
A. 
Section 101.1. Insert "North Codorus Township, York County, Pennsylvania."
B. 
Section 106.6.2. Insert:
Plumbing inspection fees. The fee for plumbing inspections shall be as follows:
106.6.2.1.
Four-inch diameter pipes
1.
For inspection of a four-inch diameter (102 mm) connection to the sewer system, including trap, cleanouts, fresh air vent, and garbage disposal: $40 (which includes a maximum of one inspection).
2.
Each additional inspection required: $40.
3.
For inspection of garbage disposals, if not done in conjunction with new connection: $25.
4.
For inspection of grease trap or oil interceptors or separators: $35/fixture.
106.6.2.2.
Six-inch diameter pipes
1.
For inspection of a six-inch diameter (152 mm) or larger building sewer connection to the sewer system, including trap, cleanouts, fresh air vent, and garbage disposal: $40 (which includes a maximum of one inspection).
2.
Each additional inspection required: $40.
3.
For inspection of garbage disposals, if not done in conjunction with new connection: $25.
4.
For inspection of grease trap or oil interceptors or separators: $35/fixture.
106.6.2.3.
Private pumps
The Township does not permit sewer ejector pumps, grinder pumps, septage pumps, or pressure sewers without Township approval. To apply for approval, applicable documentation is to be provided by the property owner to be reviewed by the Township's consulting engineer; refer to Section 712 for pump requirements. The cost of such review is the responsibility of the property owner.
106.6.2.4.
Other connections
For connection made to points other than the building sewer or service connection as provided in Section Nos. 106.6.2.1 or 106.6.2.2 above, such as the inspection of tap-ins to sanitary sewer mains or manholes of the municipal system, the property owner shall be responsible to reimburse the Township for all administrative, legal, or engineering expenses related to the connection, plus the cost of the appropriate plumbing inspection fees stated herein.

Section 106.6.3.2. Insert "0%."

E. 
Section 108.4. Delete wording and substitute the following:
Violations and penalties. Any owner or person, as those terms are defined in the Uniform Construction Code who or which shall violate any of the provisions of this code or of the Uniform Construction Code, or shall fail to comply with any of the requirements thereof, or who shall erect, construct, alter or repair, demolish a building or structure in violation of an approved plan or directive of the Code Official or of a permit or certificate issued under the provisions of the Code shall, upon conviction thereof, pay a fine of not more than $1,000, plus all costs of prosecution which may be collected as provided by law; or by imprisonment to the extent allowed by law for summary offenses, or both such fine imprisonment. Each day that a violation continues shall be deemed a separate offense, and each separate violation of this code or the Uniform Construction Code shall be considered a separate violation.
F. 
Section 108.5. Insert "$300" and "$1,000" on the last line.
G. 
Section 305.6.1. Insert "36 inches (915 mm)" at two locations.
H. 
Section 306.2. Insert "Four-inch (102 mm) diameter building sewer shall be laid on grades of not less than 1/4 inch per lineal foot and six-inch (152 mm) diameter pipes and larger shall be laid on grades of not less than 1/8 inch per lineal foot. All grades shall have positive fall from the dwelling or establishment to the point of service connection."
I. 
Section 306.2.1. Insert "All trenches to accommodate PVC pipeline shall be over excavated a minimum of six inches (152 mm)."
J. 
Section 306.2.2. Delete the reference to "three inches (76mm)" and substitute the phrase "six inches (152 mm)."
K. 
Section 306.3. Insert: "All trenches to accommodate PVC piping shall be placed on a six-inch (152 mm) deep bed of sand or fine crushed stone and shall be backfilled a minimum of 12 inches (305 mm), with fine gravel or sand, above the pipe bell. Where rock is encountered, all pipes shall be laid on a six-inch (152 mm) deep cushion of earth."
L. 
Section 306.5. Insert "Common trenches are permitted, provided that separate building sewer piping is installed. Building sewers shall have 24 inches of horizontal separation and be installed on lands of the property owner or within a recorded right-of-way easement. Building sewers within five feet of a property line will require the owner to provide a recorded right of way or easement with the adjacent property owner. North Codorus Township will prove a standard document for recording."
M. 
Section 306.6. Insert "The contractor shall be solely responsible for the means, methods, techniques, sequences, procedures for constructing the building sewer and for the safety and protection of the public thereof."
N. 
Section 412.5. Insert "To prevent unmetered groundwater and surface water from entering the sanitary sewer system, the connection of any floor drains is strictly prohibited without the express written approval of the Township. Floor drains will be allowed to remain connected to individual sewage disposal systems or they may be removed or permanently plugged.
O. 
Chapter 6. Delete Sections 601.1 through 613.1, inclusive. Insert "All water mains shall be installed a minimum of 10 feet (2,048 mm) horizontally and a minimum of 12 inches (456 mm) vertically above sanitary sewer mains, laterals, and building sewers. All water services shall be installed a minimum of five feet (1,824 mm) horizontally and a minimum of 12 inches (304 mm) vertically above all building sewers."

Sidewalk cleanouts
A cleanout shall be installed immediately behind the sidewalk area. The cleanout plug shall be visible and flush with the ground. The cleanout shall be installed whether or not there is sidewalk in the area. Where there is no sidewalk, the cleanout shall be placed within one foot of the street right-of-way line or in the case of service connections along avenues and sewer easements, at the edge of the right-of-way. Both intermediate and sidewalk cleanouts shall be equipped with a threaded, countersunk, brass plug.
Y. 
Section 712.1. Delete the following sentence: "In other than existing structures, the sump shall not receive damage from any piping within the building capable of being discharged by gravity to the building sewer."
Z. 
Add the following subsection:
712.4.3. Individual on-lot pumping system. May be used if there is no other feasible method.
712.4.3.1. No person shall use a pump without a permit first being obtained from North Codorus Township.
712.4.3.2. Application for a pump permit shall be made to North Codorus Township. A nonrefundable application fee as may be established from time to time by resolution of North Codorus Township shall be paid at the time of application for a pump permit.
712.4.3.3. The application shall set forth the information as may be required by the Township Engineer. The initial information required is:
1.
Name and address of applicant.
2.
Proposed use and estimated number of gallons of sewage that will be produced each day.
3.
The elevation difference between the pump and the discharge to the public gravity system.
4.
The length and size of the pressure line from the pump to the gravity discharge.
5.
Grinder pump information:
a.
Manufacturer.
b.
Model number.
c.
Catalog cut showing recommended application, pump specifications and motor specifications.
d.
Pump curve showing pump capacity at various heads.
e.
Catalog cut of control and alarm systems.
6.
The size and material of the pump tank.
712.4.3.4. The Township Engineer shall review the application and provide a recommendation to the Township regarding the proposed type, make, and model of the pump proposed to be used and whether the design of the system is adequate to meet the anticipated need and to protect the public health and welfare.

712.4.3.6. The Township Engineer may recommend to the Township conditions that he deems necessary to ensure the health, safety and welfare of the property owner or any other person and to ensure the integrity and proper functioning of the Township sewer system.

Nothing in this chapter or in the Planning Code hereby adopted shall be construed to affect any suit or proceeding impending in any court, or any rights acquired, or liability incurred, or any cause or causes of action acquired or existing, under any act or resolution hereby repealed as cited in § 137-2 of this chapter; nor shall any just or legal right of remedy of any character be lost, impaired or affected by this chapter.
