All placement of mobile homes or manufactured homes in any zoning
district in the City of Seymour with the exception of "R-4" Mobile
Home Park Residence District must be presented to the Planning and
Zoning Commission for approval. All requests must include a plot of
the property showing the location of the mobile home or manufactured
home on the lot.

Any mobile or manufactured housing shall contain not less than
seven hundred twenty (720) square feet of enclosed living area, if
such housing is located in a residential zone.

Any mobile or manufactured housing proposed for placement or
located in a residential district shall have not less than a living
area, a dining area, a kitchen area, an enclosed bathroom with toilet,
hand basin and tub and/or shower with hot and cold running water,
and two (2) bedrooms.

A. Any
mobile or manufactured housing proposed for placement or located in
a residential district shall have the following utilities:
1. A permanently connected water line of not less than three-fourths
(¾) inch outside diameter.
2. A permanently connected four (4) inch sewer outlet to the City sewer
system, where such service is available or other approved sewage system.
3. A permanently connected electrical service of 120/240 volts and one
hundred (100) amps.

A. Any
mobile or manufactured housing proposed for placement or located in
a residential district shall exhibit and have the following:
1. The roof shall have a pitch of not less than three (3) inches per
foot (1:4). The roof shall be covered with shingles of asphalt, composition
wood, fiberglass, slate, tile, or other comparable substance.
2. The exterior walls shall be of wood, vinyl, metal or other comparable
material of not more than twelve (12) inches in width and must be
skirted.
3. All regulations relating to height, minimum yards and lot sizes and
off-street parking shall be in compliance with the provisions for
the residential district in which the mobile home is proposed for
placement or is located.

A. Any
mobile or manufactured housing proposed for placement or located in
a residential district shall be permanently immobilized in the following
manner:
1. All wheels shall be removed.
2. All reflectors, running lights, towing lights and all wiring to running
and towing lights shall be removed or concealed from view.
3. The towing yoke shall be removed or concealed from view.
4. The unit must be permanently attached in an approved manner to a
permanent concrete footing, blocks or piers.

Any mobile or manufactured housing proposed to be located or
located in any residential district shall fully comply with all other
standards, requirements, and regulations of that district.

Any person, persons, partnership or corporation, or agent thereof,
who places or causes to be placed a mobile or manufactured home in
a residential district in a manner that is a violation of this Article
shall be guilty of a misdemeanor and upon conviction shall be sentenced
up to thirty (30) days in jail or be fined up to five hundred dollars
($500.00), or both. Each and every day of such violation shall be
considered a separate offense.

Mobile homes to be placed within the City of Seymour shall not
be placed for the purpose of renting, except for within an approved
"R-4" Mobile Home Park Residence District.

A. Definitions. For the purpose of this Section, definitions are set out in Section
405.040 of this Chapter.
B. The hookup or location of any single-wide mobile homes or single-wide
manufactured homes within the corporate limits of the City of Seymour
is hereby prohibited, unless otherwise provided herein. Mobile homes
or manufactured homes placed into approved mobile home parks are exempt
from this restriction.
C. This Section shall not apply to single-wide mobile homes or manufactured
homes already located inside the corporate limits of the City of Seymour
as of August 14, 1997, for as long as said single-wide mobile homes
or manufactured homes remain at their present location and are occupied.
D. The replacement of a single-wide mobile home or manufactured home, as referred to in Subsection
(C), may occur only if destroyed by fire, vandalism or any natural causes, or if being replaced with a model if such replacement mobile home or manufactured home is reviewed by the Planning and Zoning Board and approved by a majority vote of the Board of Aldermen.
E. Upgrading of a mobile home is allowable if the replacement is reviewed by the Planning and Zoning Board and approved by a majority vote of the Board of Aldermen. Restrictions as noted in Subsection
(H) below apply.
F. Should any such single-wide mobile homes or manufactured homes referred to in Subsection
(C) be moved after the effective date of this Section, August 14, 1997, then the provisions of Subsection
(B) shall apply.
G. Failure to comply will result in the immediate removal of the mobile
home from the City limits of the City of Seymour at the expense of
the owner of the mobile home.
H. Any double-wide manufactured home or modular home must be reviewed
by the Planning and Zoning Board and approved by a majority vote of
the Board of Aldermen, and must comply with the following provisions:
1.
Meet the standards as stated under the Fair Housing Act.
2.
The roof must be a gable or hip roof of at least four (4) in
twelve ( 12) or greater and covered with material that is residential
in appearance, including, but not limited to, approved wood, asphalt
composition or fiberglass shingles, but excluding corrugated aluminum,
corrugated fiberglass or metal roofs. Except for permitted deck areas,
all roof structures shall provide an eave projection of no less than
six (6) inches and no greater than thirty (30) inches.
3.
Must be placed on real estate taxes rather than their personal
property taxes.
4.
Must conform to the Zoning Ordinance of the City of Seymour.
5.
Must be hooked up to City water and sewer.
6.
Permanent steps must be set up at all exits.
7.
All double-wide manufactured or modular homes shall be attached
to a continuous permanent foundation; which manner of placement shall
be stated on the building permit and meet all manufacturer's specifications
for support. The exterior foundation material shall consist of continuous
concrete or masonry suitable for the outer portion of a finished residence.
8.
The tongue and running gear, including axles, shall be removed.
9.
No mobile home may be altered in a manner to be used for storage
within the corporate City limits of Seymour, Missouri.
10.
Have the main entry door facing the street on which the double-wide
manufactured or modular home is located. A sidewalk shall be installed
from the street, driveway or sidewalk adjoining neighboring lots to
the front door. The unit must be oriented on the lot so that its long
axis is parallel with the street. A perpendicular or diagonal placement
may be permitted if there is a building addition or substantial landscaping
so the narrow dimension of the unit, as so modified and facing the
street, is no less than fifty percent (50%) of the unit's long dimension.
11.
Must comply with all applicable Building Codes and inspections.
12.
The home must be reviewed by the Planning and Zoning Board and
approved by a majority vote of the Board of Aldermen, whether a new
home to the City, or the replacement of a previous mobile home or
manufactured home located within the City.
