As used in this Chapter the following terms shall have the meanings indicated:
ALLEY or ALLEYWAY
Any street with a roadway of less than twenty (20) feet in width.
HIGHWAY
The entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular travel.
MOTORCYCLE
Every motor vehicle having a seat or saddle for the use of the rider and designed to travel on not more than three (3) wheels in contact with the ground, but excluding a tractor.
MOTOR VEHICLE
Any self-propelled vehicle not operated exclusively upon tracks, except farm tractors and motorized bicycles.
NUISANCE VEHICLE
Any vehicle or motor vehicle, which under Section 380.050 requires registration with the Department of Revenue of the State of Missouri or any other State, and such vehicle is required to display a valid license plate or plates or temporary permit issued to the lawful owner of the vehicle by the Department of Revenue of the State of Missouri, which is not registered after thirty (30) days of purchase, or which does not display a valid license plate as required under Section 380.050, or the vehicle's operator cannot show proof of financial responsibility under Section 380.140, or any motor vehicle which is not displaying proper license plates after thirty (30) days after purchase.
STREET or HIGHWAY
The entire width between the lines of every way publicly maintained when any part thereof is open to the uses of the public for purposes of vehicular travel. "State highway," a highway maintained by the State of Missouri as a part of the State Highway System.
VEHICLE
Any mechanical device on wheels designed primarily for use or used on highways, except motorized bicycles, vehicles propelled or drawn by horses or human power, or vehicles used exclusively on fixed rails or tracks, cotton trailers, or motorized wheelchairs operated by handicapped persons.

A. 
Any vehicle which is operated upon any street, highway or City ally within the City limits of Seymour, Missouri, and meets the definition of a nuisance vehicle, may be towed by an officer of the Seymour Police Department upon the officer issuing a citation for failure to register a motor vehicle, failure to display license plates, or displaying license plates of another, or failure to maintain or show proof of financial responsibility.
B. 
Any such vehicle shall be towed by a licensed towing company and the officer shall instruct the tow company to place a hold on the vehicle until such time as the owner or operator of the vehicle can show a valid proof of insurance for the vehicle.
