The cost of bringing to grade all streets, avenues, alleys and
other highways and for the building of bridges, culverts, public sewers
and footwalks across streets, avenues, alleys and other public highways
shall be paid out of the General Revenue Fund of the City.

The Board of Aldermen may, by resolution, impose a special assessment
for the cost of bringing to the established grade any street, avenue,
alley or other highway, or square or area formed by the intersection
or meeting of streets, or other highway or part thereof proposed to
be improved as herein provided when in its judgment or opinion the
General Revenue Fund of the City is not in a condition to warrant
the expenditure therefrom for bringing the same to the established
grade. Provided, that the resolution declaring such work necessary
to be done, and published in some newspaper printed and published
in the City, shall in addition to other work of improvement therein
provided for include and describe the work of bringing such streets,
avenues, alleys or other highways or square or part thereof to the
established grade.

A. No formality shall be required to authorize the repairing of sidewalks,
or of street or other paving, curbing, guttering, macadamizing or
part thereof, or reconstructing the same; but the proper officer,
committee, or other authorized agent or the board on improvements
may, without notice, cause such work to be done, keeping an account
of the cost thereof, and reporting the same to the Board of Aldermen;
and, any of said improvements to be paid for by such City may be paid
for by said City out of the general revenue funds if the Board so
desires.

B. Such
special tax bills shall mature and become due and payable after thirty
(30) days from the date thereof and shall bear current bank interest
from date and if not paid in six (6) months from date thereof shall
bear interest at the rate of eight percent (8%) per annum until paid.

The City Engineer or the officer performing the duties of that
office shall superintend the construction and repair of streets, avenues,
alleys and sidewalks and it is hereby made his/her duty to carefully
inspect and watch over the streets, avenues, alleys, sidewalks, macadam,
paving, curbing and guttering and whenever any of them shall be out
of repair without notice, at once, to cause the same to be reconstructed
or put in proper repair, as the case may require, and keep an account
of the act thereof, and report the same to the Board of Aldermen at
their next meeting for assessment, and each lot or piece of ground
abutting on such improvements or any part thereof shall be liable
for its part of the cost of such repairs made along or in front of
such lot or piece of ground as reported to the Board of Aldermen.
