Before the Board of Aldermen shall make any contract for building
bridges, sidewalks, culverts or sewers or for paving, macadamizing,
curbing, guttering or grading any street, avenue, alley or other highway,
an estimate of the cost thereof shall be made by the City Engineer,
or the officer performing the duties of that office, and submitted
to the Board of Aldermen and no contract shall be entered into for
any such work or improvement for a price exceeding such estimate;
provided that no such estimate shall be required for making of any
local or special repairs.

When the bid for the improvement of any street or sidewalk is
approved by the Board of Aldermen, and the contract awarded by them,
such contract shall be in writing, and the contractor shall enter
into a good and sufficient bond to the City, in such sum as shall
be designated by the Board of Aldermen at the time of the awarding
of the contract, to be approved by the Mayor, that he/she will faithfully
perform all the conditions of said contract and do the work in accordance
with the plans and specifications, and also that he/she will without
unnecessary delay satisfy and pay all claims for material used in
the construction of the work.

A. All
work under the contracts entered into under the provisions hereof
shall be carried on under the supervision of the City Engineer, or
the officer for the time being discharging the duties of that office,
and the Street Superintendent who shall personally inspect the work
as it progresses and see that the same is done in accordance with
the specifications and contract governing the same.
B. On
the completion of such work, if, in the opinion of the City Engineer,
or the officer for the time being discharging the duties of that office,
and the Street Superintendent the same has been done and finished
according to the specifications and contract, they shall so report
to the Board of Aldermen, and if the Board shall approve the same,
they shall order the special tax bills to be issued in payment therefore.
