A. All
consumers shall be charged for water service from the time the water
is turned on at their request until notice is given in writing to
the Water Superintendent to discontinue said service.
B. No
water nor water services shall be furnished or rendered free of charge
to any person, firm, or corporation, nor at any rates other than those
specified.

If any bill for water sold and for the use and service of the
water system shall be due and remain unpaid after the twentieth (20th)
day of the month following the first (1st) day of the month on which
said bill is due, an additional charge determined by the Board of
Aldermen shall be added thereto.

If any bill for water sold and for the use and services shall
be and remain past due and unpaid for more than ten (10) days past
the due date, which is the 20th day of each month, water service to
such premises may be disconnected and may not be reconnected until
all past due bills for water and water service are paid in full together
with all cut-off and reconnection charges. It shall be the duty of
the City Utilities Collector to notify the Superintendent of the municipal
waterworks system of any delinquency of the payment of any water bill,
and said Superintendent shall proceed immediately to disconnect the
water service to the premises so in arrears.

The occupant and user of the premises receiving water service
and the owner of said premises shall be jointly and separately liable
to pay for such water service rendered on said premises. The City
shall have the power to sue the occupant or owner, or both, of such
real estate in a civil action to recover any sums due for such services,
plus a reasonable attorney's fee to be fixed by the court.

All monies collected from the sale of water or for water service
shall be deposited by the Utilities Collector in the Waterworks Fund,
and said monies when collected and at all times shall be kept separate
and apart from the general revenues and all other monies of said City.

Consumers desiring to purchase small quantities of water or
desiring water service for a short time shall be charged rates to
be fixed by the City Administrator commensurate with the service rendered
but at no less than three (3) times the scheduled rates set forth
in this Chapter.
