Transformers with 45 KVA and above load will require a demand charge, that will be in addition to the above rates.
B. 
Temporary Surcharge For Advance Cost Recovery.
1. 
In addition to other electric rate compensation, the City shall collect a temporary surcharge on the sale of each KWH to each customer in order to recoup the temporary cost of transitioning the City's cost of wholesale power supply from ShoMe Power Electric Cooperative to the Missouri Joint Municipal Electric Utility Commission and a phasing-in of the wholesale electric rates to be charged by the Missouri Joint Municipal Electric Utility to the City. An amount of $0.0165 per KWH sold times the total KWHs billed to each customer on each of the City's metered kilowatt hour rates shall be charged to each customer.

Such amount per KWH shall be added in the first (1st) month following approval of this Subsection and shall continue on subsequent customer invoices until customer invoices have been rendered for the billing period of March, 2013; at which time this Subsection shall expire and have no further effect on customer bills.

A. 
For residential service, commercial service (non-demand), and all other non-demand metered rates, all charges are subject to an annual operations adjustment. Commencing with the first (1st) billing date for each consumer after June thirtieth (30th) of each year, there shall be a four percent (4%) increase to the minimum monthly charge and a four percent (4%) increase to the difference between the energy charge in each rate block and the base energy charge of $O.xxx as defined in the purchased power adjustment for each rate classification.
B. 
For commercial service (demand), industrial service, and all other demand metered rates, all charges are subject to an annual operations adjustment. Commencing with the first (1st) billing date for each customer after June thirtieth (30th) of each year, there shall be a four percent (4%) increase to the demand charge, a four percent (4%) increase to the difference, if positive, between the energy charge per KWH and the base energy of $O.xxx per KWH as defined in the purchased power adjustment.

In addition to the above compensation the City of Seymour, Missouri, shall collect a purchase power adjustment on the sale of each KWH to each customer. The purchase power adjustment rate will be set at $0.01724 per KWH, to be reviewed annually.

A. 
Applicable Service Territory. Net metering shall be available at any point within the distribution service territory of the City of Seymour's electric utility where existing utility facilities would have adequate capacity and suitable voltage for delivery of service.
B. 
Availability Of Service. Net metering service is available to any customer that owns and operates a solar, wind, biomass or hydrogen fuel cell generation unit with a capacity of not more than one hundred (100) kilowatts that is located on the customer's premises, is interconnected and operates in parallel with the utility's existing transmission and distribution facilities and is intended primarily to offset part or all of the customer's own electrical power requirements. Availability is limited by a system total of one hundred (100) kw for the Seymour electric distribution system. Once the total installed customer generation (as defined by Section 386.887, RSMo.) on the utility's distribution system reaches one hundred (100) kilowatts, no additional customer generation will be allowed to connect to the system per the Net Metering and Easy Connection Act (Section 386.890, RSMo., Supp. 2007).
C. 
Definition Of Net Metering. "Net Metering" means measuring the difference between the electricity supplied by the utility and the electricity generated by an eligible generation unit and fed back to the electric grid over the applicable billing period.
D. 
Monthly Billing.
1. 
The electric service charge shall be computed in accordance with the monthly billing under the customer's effective standard rate schedule. Under this net metering rider, only the kilowatt-hour (kwh) units of a generation are affected.
2. 
If the electricity supplied by the utility exceeds the electricity generated by the generation unit during the applicable billing period, the customer shall be billed for the net billable kwh's supplied by the utility in accordance with the rates and charged under the utility's standard rate schedule applicable to the customer.
3. 
If the electricity generated by the generation unit exceeds the electricity supplied by the utility, the customer shall be credited for the net value of electric energy delivered to the utility during the applicable billing period at the utility's avoided cost, with the credit appearing on the customer's bill no later than the following billing period.
E. 
Special Conditions.
1. 
The customer must have a signed interconnection and net metering agreement for alternative energy generation unity with the utility.
2. 
The customer is responsible for all costs associated with their generation unit and is also responsible for all costs related to any modifications to the generation unit that may be required by the utility for purposes of safety and reliability.
3. 
A generation unit shall meet all applicable safety and performance standards established by the National Electric Safety Code, the National Electric Code, the Institute of Electrical and Electronic Engineers and the Underwriters Laboratory.
4. 
The customer will be responsible for any cost incurred to the City of Seymour for upgrade to the required meter and meter base.
