A person commits the offense of refusal to identify as a witness
if, knowing he or she has witnessed any portion of an offense, or
of any other incident resulting in physical injury or substantial
property damage, he or she refuses to report or gives a false report
of his or her name and present address to a Law Enforcement Officer
engaged in the performance of his or her duties.
A person commits the offense of disturbing a judicial proceeding
if, with the purpose to intimidate a judge, attorney, juror, party
or witness and thereby influence a judicial proceeding, he or she
disrupts or disturbs a judicial proceeding by participating in an
assembly and calling aloud, shouting, or holding or displaying a placard
or sign containing written or printed matter, concerning the conduct
of the judicial proceeding, or the character of a judge, attorney,
juror, party or witness engaged in such proceeding, or calling for
or demanding any specified action or determination by such judge,
attorney, juror, party, or witness in connection with such proceeding.
A person commits the offense of improper communication if he/she
communicates, directly or indirectly, with any juror, special master,
referee or arbitrator in a judicial proceeding, other than as part
of the proceedings in a case, for the purpose of influencing the official
action of such person.
A person commits the offense of escape from custody or attempted
escape from custody if, while being held in custody after arrest for
any offense, he/she escapes or attempts to escape from custody.
A person commits the offense of escape or attempted escape from
confinement if, while being held in confinement after arrest for any
offense, while serving a sentence after conviction for any offense,
or while at an institutional treatment center operated by the Department
of Corrections as a condition of probation or parole, he or she escapes
or attempts to escape from confinement.

Every person who shall have been personally served with a subpoena
issued by, or under, authority of the Board of Aldermen of the City
of Lake Saint Louis, or official having the power and authority to
issue such subpoena, commanding the attendance of such person, or
the production of any books, papers or documents, who shall fail or
refuse without reasonable and legal cause to attend at the time and
place therein specified, or who shall fail or refuse without reasonable
or legal cause to produce books, papers and documents therein specified,
or who, being present, shall fail or refuse, without reasonable or
legal cause, to testify fully as to his/her knowledge concerning the
matter and things then being lawfully investigated by the Board of
Aldermen or other legally constituted board or commission of the City
or any office of the City empowered to do so shall be deemed guilty
of a violation of this Section.

A. It
is an offense for any person to:
1. Resist in any way any Police Officer, any member of the Police Department
or any person duly empowered with Police authority while in the discharge
or apparent discharge of his/her duty or in any way hinder, obstruct
or otherwise interfere with him/her in the discharge of his/her duty;
or
2. Knowingly and intentionally refuse or fail to comply with the reasonable
request or lawful orders of any Police Officer, any member of the
Police Department or any person duly empowered with Police authority;
or
3. Knowingly and intentionally obstruct or oppose or otherwise avoid
any Police Officer or other Law Enforcement Officer duly empowered
with Police authority, or other ministerial officer in the service
or execution, or in the attempt to serve or execute any process, summons,
subpoena, writ or warrant, original or judicial, within the City limits
of the City of Lake Saint Louis.
An employer, or agent who is in charge of a business establishment,
commits the offense of refusing to make an employee available for
service of process if he or she knowingly refuses to assist any officer
authorized by law to serve process who calls at such business establishment
during the working hours of an employee for the purpose of serving
process on such employee, by failing or refusing to make such employee
available for service of process.
