This Charter shall apply to the City of Pittston, Luzerne County,
Pennsylvania, which shall include all territory within the boundaries
of the City at the time when this Charter shall take effect, and all
territory that may lawfully be added to the City at any time thereafter.
The City shall have all powers possible for a home rule municipality
under the Constitution and laws of the Commonwealth of Pennsylvania
as fully and completely as though they were specifically enumerated
in this Charter.
The powers of the City under this Charter shall be construed
liberally in favor of the City, and the specific mention of particular
powers in this Charter shall not be construed as limiting in any way
the general power stated in this article.
The City may participate by contract or otherwise with any governmental
entity of this state or any other state or states of the United States
in the performance of any activity which Pittston City and one or
more of such other entities has the authority to undertake.
