The City Council shall appoint the members of authorities, boards,
commissions and committees of the City. All such appointments shall
serve at the pleasure of the City Council except where a definite
term has been established by law. If a vacancy occurs, the City Council
shall make the appointment to fill the vacancy.
Appointees shall be at least 18 years of age.
