There is hereby established the office of Director of Parks
and Recreation in and for the City of Desloge.

A qualified person shall be appointed as Director of Parks and
Recreation (hereinafter referred to in this Article as "Director")
by the Mayor; such appointment shall be approved by a majority of
the Board of Aldermen, to serve for an indefinite term.

A. The Director shall be the Chief Executive Officer in charge of the
Parks and Recreation Department and its personnel. He/She shall be
responsible for the administration of a comprehensive recreation program
for the entire community and for the administrative management of
the public parks, playgrounds, swimming pool and other recreational
facilities as may be developed within the City. The Director shall
serve as technical advisor and consultant to and for the City Administrator
and administer the policies laid down by the Mayor and the Board of
Aldermen.
B. The Director has executive responsibility for both the recreation
and parks function, and for the maintenance of high level of service
through the administration of both. The Director shall also serve
in matters of hours, personnel and equipment as may be deemed necessary
and expedient by the Board of Aldermen.
C. The
Director has executive responsibility to recommend set usage fees,
and to modify or waive fees and charges, as deemed appropriate, associated
with the public parks, playgrounds, swimming pool, Brightwell Park
Sports Complex and other recreational facilities as may be developed
within the City.

Compensation of the Director shall be established by ordinance
at the time of appointment, and shall be subject to review, reconsideration
and adjustment annually.

A. Administrative Duties.
1.
The Director shall have the supervision of the Parks and Recreation
Department in accordance with general policies established and approved
by the Board of Aldermen.
2.
The Director shall be responsible for organization and supervision
of an efficient administration of the department.
3.
The Director shall establish, review and coordinate procedures
to the end that a maximum service may be provided at reasonable cost.
4.
The Director shall assist in the actual performance of work
activities as needed to assure a successful parks and recreation program
for the City and perform actual manual labor as required.
B. Program Duties.
1.
The Director shall develop a broad diversified program of recreation
activities and services to meet the needs of the public.
2.
The Director shall supervise the organization and conduct of
the community programs, including activities under active leadership
and others which primarily require provision of space, facilities
and general administrative service.
C. Staff Duties.
1.
The Director shall recommend the employment of parks and recreation
personnel as needed.
2.
The Director shall organize, assign and train department personnel
and develop and maintain good work relationships among staff members.
3.
The Director shall establish close working relationships with
and serve ex-officio as consultant on recreation and park matters
to public and voluntary community agencies and organizations concerned
with City planning, housing, public welfare, education and other subjects
closely related to community recreation.
D. Area And Facility Duties.
1.
The Director shall superintend the acquisition, planning, design
and construction of recreation and parks facilities under City ownership
or maintenance.
2.
The Director shall operate and maintain all areas and facilities
under department control for optimum use in support of the community
program.
E. Planning And Research Duties.
1.
The Director shall study and analyze the effectiveness of the
Parks and Recreation Department's services.
2.
The Director shall study conditions, needs and trends affecting
the recreation and parks requirements of the community.
3.
The Director shall prepare and recommend adoption of long range
and immediate plans to meet community needs for adequate recreation
space, facilities, program and personnel.
4.
The Director shall study and keep informed of developments in
the parks and recreation field.
F. Financial Duties.
1.
The Director shall direct, control and account for the expenditure
of Parks and Recreation Department funds in accordance with budget
appropriations.
2.
The Director shall prepare and justify budget estimates, work
programs and supporting data for the recreation and park functions.
3.
The Director shall supervise the keeping of complete financial
records for the Parks and Recreation Department.
4.
The Director shall recommend establishment of necessary fees
and charges for various department services, supervise their use,
and waive or modify fees or charges as deemed appropriate.
5.
The Director shall work with the various local agencies and
organizations and interested individuals for the purpose of raising
funds from private sources to assist in the funding of the program.
6.
The Director shall study various methods and means of financial
assistance available through State and Federal sources.
G. Public And Community Relations Duties.
1.
The Director shall interpret and communicate to the public the
community recreation program and its philosophy and objectives through
all suitable means including the use of volunteers and staff members
as well as news media.
2.
The Director shall promote the public use of the park and recreational
facilities, areas and equipment for group and individual play, recreation
and relaxation through a continuing program of public education.
3.
The Director shall establish and maintain cooperative planning
and working relationships with other local community agencies, governmental,
voluntary and private, and with state, regional and national agencies
concerned with recreation, parks, conservation and related fields.
H. Record And Report Duties.
1.
The Director shall maintain systematic, complete and accurate
records of Parks and Recreation Department activities and services,
personnel and property.
2.
The Director shall prepare and issue regular and special reports
for use by staff, board, community officials and others, and for the
information of the community.
