There is hereby created and established within the City a Library
Board of Directors.

The Library Board shall be composed of nine (9) Directors, chosen
from the citizens of the City at large, with reference to their fitness
for the office and one (1) elected official from the Board of Aldermen.

The citizen representatives to the Library Board of Directors
shall be appointed by the Mayor, subject to the approval of the Board
of Aldermen. The Aldermanic representative shall be appointed by the
Mayor.

The citizen appointees to the Library Board shall serve for
terms of three (3) years each. The first (1st) Aldermanic representative
shall be appointed immediately following the adoption of this Section
(January 12, 1998) and serve until their subsequent reappointment
or replacement at the first (1st) Board of Aldermen meeting following
the April municipal election. From thereafter, the Aldermanic representative
shall be appointed to serve a one (1) year term.

No citizen appointee to the Library Board shall serve for more
than three (3) full successive terms and shall not be eligible for
further appointment to the Board until two (2) years after the expiration
of the third (3rd) term.

A. The
Library Board, by a two-thirds (2/3) vote of its members and with
the consent of the Mayor, may remove any citizen appointee to the
Library Board for failing to attend at least three (3) consecutive
regular monthly meetings of the Board or at least four (4) regular
monthly meetings of the Board in any twelve (12) month period provided
that the subject member or members to be dismissed are notified by
certified mail by the Library Board prior to a vote of the Board.
B. The
Mayor, by and with the consent of the Board of Aldermen, may remove
any member of the Library Board for misconduct, neglect of duty or
failure to perform or any other reason, which in his/her discretion,
he/she deems necessary or appropriate.

Vacancies in the Library Board, occasioned by removals, resignations
or otherwise, shall be reported to the Mayor and be filled in like
manner as original appointments, except that if the vacancy is an
unexpired term, the appointment shall be made for only the unexpired
portion of such term.

No member of the Library Board shall receive any compensation
as such.

Immediately after their appointment, the members of the Library
Board shall meet and organize by the election of one (1) of their
number as President, and by election of such other officers as they
may deem necessary.

The Library Board shall have such powers and duties given them
by resolution or ordinance of the Board of Aldermen, not inconsistent
with State law.

There is hereby created and established the office of Librarian
for the City of Desloge.

The Librarian shall be the Chief Executive Officer and Administrative
Officer for the City of Desloge Library and its personnel. The Librarian
shall be responsible for the administrative management of the facilities
for the City of Desloge Library and the administration of literacy
and literacy programs of public appeal for the entire community. The
Librarian shall be subject to the supervision of the City Administrator.

A qualified person shall be appointed as Librarian by the Mayor;
such appointment shall be approved by a majority of the Board of Aldermen,
to serve for an indefinite term.

The Librarian shall receive such compensation as may be determined
from time to time by the Board of Aldermen and such compensation shall
be paid weekly.

The Librarian shall be the Chief Executive and Administrative
Officer for the library and in charge of its personnel. He/she shall
be responsible for the administration of a library program suited
to meet the general leisure and recreational reading needs of the
entire community. The Librarian shall serve as advisor and consultant
to and for the Library Board and administer the policies established
by the Library Board as approved by the Board of Aldermen.
