No person, persons, firm or corporation shall keep or maintain
any hogs, swine, horses, ponies, cattle and/or goats or any other
large animal known or referred to as livestock or any wild animal;
or any fowl without first securing from the Board of Aldermen for
the City a written permit.

No permit shall be granted to any person, firm or corporation
from the keeping of such animals as mentioned above for the keeping
in pens or small enclosures, nor shall a permit be granted to keep
livestock in residential areas or congested areas, where the same
might be detrimental to health or create an offensive or obnoxious
odor.

The Board of Aldermen shall have full power and authority to
grant permits and to cancel any permit granted to any person, firm
or corporation for keeping swine in the City limits, when the same
are kept under such conditions as to be offensive and obnoxious to
citizens of said City.

The keeping of any livestock or fowl of any kind in small pens
or under such conditions as to give off an offensive or obnoxious
odor is hereby declared to be a nuisance.

Should any person, firm or corporation keep any swine within
the City limits without first securing a written permit, or keep any
swine more than three (3) days after any permit for keeping such swine
has been cancelled, they shall be guilty of maintaining a nuisance,
and upon conviction shall be fined not less than one dollar ($1.00)
nor more than five hundred dollars ($500.00), and each day that such
nuisance is maintained shall create a separate offense.
