All buildings or structures hereafter erected, constructed, reconstructed, moved or altered in any manner so as to enlarge or increase capacity by adding or creating dwelling units, guest rooms, floor area or seats shall be provided with off-street parking spaces, except in the downtown area. Off-street parking requirements may be waived for uses within the downtown area subject to approval of an amended parking plan by the Board of Aldermen.

When determination of the number of off-street parking spaces required by this regulation results in a requirement of a fractional space, the fraction of one-half (½) or less may be disregarded and a fraction in excess of one-half (½) shall be counted as one (1) parking space. When a structure or development contains mixed uses, the off-street parking requirements shall be calculated for each individual use and the total parking requirement shall be the sum of the individual parking requirements.

Loading space for any commercial or industrial building, hospital, institution or hotel shall provide adequate off-street facilities on the lot for loading and unloading of merchandise and goods within or adjacent to the building in such a manner as not to obstruct pedestrian and vehicular movement on the public walks, streets or alleys.

A. 
If required parking spaces are not located on the same lot as the particular use or building they are intended to serve, the following shall apply:
1. 
The parking spaces must be located on a property that has the same zoning classification as the property that the spaces serve or a less intensive zoning classification.
2. 
No required parking spaces may be located across any street from the use they are intended to serve, unless otherwise approved by the Board of Aldermen.
3. 
Written permission must be provided by the owner of any off-site or shared parking area or lot.
4. 
The allowance of off-site parking shall not cause or create any parking shortages on the off-site lot or otherwise cause any non-compliance with this Article or any other applicable City ordinances.

A. 
The provisions of this Section apply to all vehicle parking spaces and parking areas.
1. 
All parking areas shall be graded and surfaced with an all-weather, dust-free material such as asphalt or concrete over an adequate base.
2. 
All proposed parking plans shall comply with the minimum parking dimensions and aisle widths shown below in Table 6.2.
3. 
All parking spaces shall be clearly delineated by lines painted on or otherwise applied to the parking lot surface.

Access aisles in parking lots must be at least twenty-two (22) feet wide for two-way traffic (twenty-four (24) feet around radii) and fourteen (14) feet wide for one-way traffic. One-way traffic aisles must be clearly marked with directional arrows on the pavement at each intersection with another aisle.
5. 
Except for parcels of land devoted to one-family, two-family or town house residential uses, all areas devoted to vehicle parking shall be so designed and be of such size that no vehicle is required to back into a public street to obtain access.
6. 
No portion of a parking area shall extend into a street right-of-way except the necessary drives giving access thereto.
7. 
No parking spaces shall be accessible from an access driveway within the first twenty (20) feet of the driveway back from the street right-of-way line.
8. 
Any lights used to illuminate the parking area shall be arranged, located or screened to direct light away from any adjoining residential use. Lighting standards shall in no event exceed sixteen (16) feet in height.

A. 
Ingress and egress shall be by means of paved driveways with a minimum width of twenty-two (22) feet and maximum width of thirty-five (35) feet measured at the street right-of-way line. Driveway width, for the purpose of this Section, shall only include the drive surface and not the curbs and gutters.
B. 
The distance between ingress and egress drives shall be based on the street standards below in Table 6.3.
C. 
Each site shall be permitted one (1) curb cut to provide access from the adjoining street. Whenever applicable, the use of shared driveways and the elimination of unnecessary curb cuts shall be encouraged.

All sidewalks, crosswalks, parking lots or other areas of pedestrian circulation shall comply with ADA accessibility standards and the following guidelines:
1. 
Handicap accessible parking spaces shall be located on a surface with a slope not exceeding one (1) vertical in fifty (50) horizontal.
2. 
A parking sign, pursuant to ADA guidelines, shall be provided. Generally, said sign shall be eighty (80) inches in height.
3. 
Handicap accessible parking spaces shall have an adjacent aisle five (5) feet wide and one (1) in every eight (8) handicapped spaces (but no less than (1) one) shall be adjacent to an aisle eight (8) feet wide and the space shall be clearly marked with a sign indicating that the space is "van accessible". Handicapped parking space aisles shall be clearly demarcated by lines painted on or otherwise applied to the parking lot surface.

A. 
No motor vehicle designed or regularly used for carrying freight, merchandise or other property or more than eight (8) passengers and that is licensed in excess of eighteen thousand (18,000) pounds gross vehicle weight, excluding any vehicle which is licensed as a recreational vehicle, shall be parked in a residential district, except for deliveries.
B. 
Outside storage of commercial vehicles, recreational vehicles, equipment, materials, boats, trailers, campers or personal watercraft shall meet the following performance standards:
1. 
All outdoor storage is to be located on land owned by, leased by or under the control of the users.
2. 
All outdoor storage shall be set back at least three (3) feet from any side or rear property line.
3. 
All outdoor storage shall be set back at least twenty-five (25) feet from a public right-of-way.
4. 
No motor vehicle shall be parked in the required front yard of a lot or tract of land zoned "R-1" or "R-2" or being used for residential purpose, other than in a driveway leading to a required off-street parking space, or area behind the required front yard, or in a circular drive.
5. 
All parking areas shall be constructed in the following manner. All driveways or parking of an unpaved (gravely) alley may be constructed in either gravel, asphalt or concrete. All driveways and off-street parking from paved streets/alleys must be constructed of either asphalt or concrete.
6. 
All items required to be registered and/or licensed shall be legally registered and licensed with the State.
7. 
Outside storage of inoperative vehicles or equipment exceeding thirty (30) days is prohibited unless otherwise specifically permitted by the City.
8. 
The storage or parking of vehicles, equipment or materials in residential districts shall be permitted only to the extent authorized as a primary or accessory use of the property.
9. 
The parking or storage of not more than three (3) recreational vehicles (boats, camp trailers, personal watercraft, all-terrain vehicles, motor homes or trailers) is permitted pursuant to the requirements herein provided that:
a. 
Such parking or storage does not create a traffic hazard or adversely affect the public health, safety or aesthetics.
b. 
No recreational vehicle or trailer shall be used for living quarters or businesses, except for the convenience of temporary lodging only for not more than fifteen (15) days at any one (1) time.
c. 
No recreational vehicle, boat or trailer exceeds eight (8) feet wide and forty (40) feet long.
d. 
Such parking or storage is restricted to the interior side and rear yards only.
e. 
Such parking or storage is not allowed on public rights-of-way, except a recreational vehicle, boat or trailer may be parked on the adjacent public street for the purposes of servicing, loading and unloading, but not for a period exceeding forty-eight (48) hours.
f. 
A recreational vehicle, boat or trailer may also be temporarily parked on the front drive, a minimum of three (3) feet back from the property line, for a period not to exceed fifteen (15) days for the purpose of loading, unloading or servicing.
g. 
A property owner may store more than three (3) recreational vehicles (boats, camp trailers, personal watercraft, all-terrain vehicles, motor homes or trailers) provided those exceeding three (3) are within an enclosure or screened from view from any adjacent property or right-of-way.
h. 
No recreational vehicles or tents shall be allowed for lodging or shelter if no primary structure is present on the property.
C. 
If the physical layout of the lot along with the observance of the above criteria would result in a side and/or rear yard unusable for such parking and storage and the recreational vehicle, boar or trailer in question was stored on the owner's property at the effective date of the regulations and the recreational vehicle, boat or trailer was purchased prior to the effective date of these regulations, the recreational vehicle, boat or trailer owner may apply to the administrative official for a legal, non-conforming use certificate. The possession of a legal, non-conforming use certificate will act to "grandfather" the existing storage location for the present owner, however, the recreational vehicle, boat or trailer must be located a minimum of three (3) feet back from the property line. The owner must apply for a certificate on or before December 31, 2006, in order to be considered eligible for such a certificate.
1. 
If the foregoing process does not result in an acceptable recreational vehicle, boat or trailer storage location as determined by the administrative official, the owner may apply to the Board of Zoning Appeals for a conditional use.
2. 
Current owners will have until December 31, 2006, to achieve compliance. The current owners' legal, non-conforming use certificate or conditional use may not be transferred to subsequent owners.

A. 
With the exception of the industrial zoning districts, inoperative or unregistered vehicles may not be stored or repaired (other than in enclosed garages) on the premises.
B. 
With the exception of the "M" zoning districts, construction equipment and construction vehicles may not be stored or repaired on the premises (other than in enclosed garages), except as follows:
1. 
When being utilized for construction activities on the premises pursuant to a valid permit issued by the City for construction work necessitating use of such equipment or when used for permitted work on the public right-of-way, or
2. 
When associated with a conditional use permit as part of an allowable primary use, such as an equipment rental business.
