All City elections shall be conducted and held in conformance
with the provisions of Chapter 115, RSMo.
A.Â
A municipal
election for the qualified voters of this City shall be held on the
first (1st) Tuesday after the first (1st) Monday in April of each
year.
B.Â
On the
first (1st) Tuesday after the first (1st) Monday in April of odd-numbered
years, a municipal election of the qualified voters of the City of
Savannah shall be held for the purpose of electing a Mayor who shall
hold his/her office for a term of two (2) years and until his/her
successor is elected and qualified.
C.Â
On the
first (1st) Tuesday after the first (1st) Monday in April of odd-numbered
years, a municipal election of the qualified voters of the City of
Savannah shall be held for the purpose of electing one (1) Alderman
from each ward who shall hold his/her office for a term of two (2)
years and until his/her successor is elected and qualified.
D.Â
On the
first (1st) Tuesday after the first (1st) Monday in April of even-numbered
years, a municipal election of the qualified voters of the City of
Savannah shall be held for the purpose of electing one (1) Alderman
from each ward who shall hold his/her office for a term of two (2)
years and until his/her successor is elected and qualified.
E.Â
On the
first (1st) Tuesday after the first (1st) Monday in April of odd-numbered
years, a municipal election of the qualified voters of the City of
Savannah shall be held for the purpose of electing a Collector who
shall hold his/her office for a term of two (2) years and until his/her
successor is elected and qualified.
Any person who desires to become a candidate for an elective
City office at the general City election shall file with the City
Clerk/Treasurer, not prior to the hour of 8:00 A.M., on the sixteenth
(16th) Tuesday prior to, nor later than 5:00 P.M., on the eleventh
(11th) Tuesday prior to the next City municipal election, a written
declaration of his/her intent to become a candidate at said election.
The City Clerk/Treasurer shall keep a permanent record of the names
of the candidates, the offices for which they seek election, and the
date of their filing, and their names shall appear on the ballots
in that order.
No person shall be a candidate for municipal office unless such
person complies with the provisions of Section 115.346, RSMo., regarding
payment of municipal taxes or user fees.

The City Clerk/Treasurer shall, on or before the sixteenth (16th)
Tuesday prior to any election at which City offices are to be filled
by said election, notify the general public of the opening filing
date, the office or offices to be filled, the proper place for filing,
and the closing filing date of the election. Such notification may
be accomplished by legal notice published in at least one (1) newspaper
of general circulation in the City.
In City elections, the City Clerk/Treasurer shall notify the
County Clerk prior to 5:00 P.M. on the tenth (10th) Tuesday prior
to any City election except as noted in Section 115.125.1, RSMo. The
notice shall be in writing, shall specify that the Board of Aldermen
is calling the election, the purpose of the election, the date of
the election, and shall include a certified copy of the legal notice
to be published including the sample ballot. The notice and any other
information required by this Section may, with the prior notification
to the election authority receiving the notice, be accepted by facsimile
transmission prior to 5:00 P.M. on the tenth (10th) Tuesday prior
to the election, provided that the original copy of the notice and
a certified copy of the legal notice to be published shall be received
in the office of the election authority within three (3) business
days from the date of the facsimile transmission.

The City is hereby divided into two (2) Wards, as hereinafter
delineated, to be known as the East and West Wards.

Each Ward is divided into two (2) voting precincts. The East
Ward shall consist of the Northeast and Southeast Precincts and the
West Ward shall be the Northwest and Southwest Precincts.

The voting precinct of Northwest Savannah shall be as follows:
Beginning at the Northwest corner of Section 19, Township 60, Range
35; thence South along the Township line between Jackson and Lincoln
Townships to a point in the center of the Water Works Road on the
South edge of Section 6 Township 59, Range 35; thence easterly following
the center of said Water Works Road into the City of Savannah to the
intersection of 14th and Chestnut Streets; thence South on 14th Street
to West Price Street; thence East on West Price Street to the center
of 5th Street; thence North on the center of 5th Street to a point
opposite the center of the Courthouse; thence East across the Courthouse
yard to include one-fourth (¼) of the basement of the Courthouse;
thence North to the center of Main Street; thence West to the center
of 5th Street; thence North on the center of 5th Street to Highway
71; thence East with the center of 71 Highway to the center of the
Great Western Railroad tracks; thence due North along the center of
the railroad tracks to the North line of Nodaway Township; thence
due West along said North Township boundary to the point of beginning.

The voting precinct of Southwest Savannah shall be as follows:
Beginning at the Southwest corner of Section 6, Township 59, Range
35 in the center of the Water Works Road; thence South along the Township
line between Lincoln and Nodaway Township to the Southwest corner
of Section 19, Township 59, Range 35; thence East along Nodaway Township
line to the center of State Route DD; thence North following the center
of Route DD to the center of its intersection with the center of Swenson
Drive in the City of Savannah; thence East with the center of Swenson
Drive to the center of 5th Street; thence North with the center of
5th Street to the center of West Price Street to the center of 14th
Street; thence North along the center of 14th Street to the center
of Chestnut Street; thence West following the center of Chestnut Street
and Water Works Road to the point of beginning.

The voting precinct of Southeast Savannah shall be as follows:
Beginning in the center of State Route DD at the South boundary of
Nodaway Township; thence due East following the Township line between
Nodaway and Jefferson Townships to the 102 River; thence North following
the meanderings of said 102 River to State Route E; thence Westerly
following the centerline of State Route E to its intersection with
the center of County road running North and South at West edge of
Section 11, Township 59, Range 35; thence due South down the center
of said public road to the center of its intersection with East Price
Street; thence West following the center of East Price Street in the
City of Savannah to the center of 4th Street; thence North down the
center of 4th Street to the center of the intersection with Court
Street; thence West in the center of South Street to a point opposite
the center of the courthouse; thence North to the center of the courthouse;
thence West through the center of the basement of said courthouse
to the center of 5th Street; thence due South down the center of 5th
Street to the center of its intersection with Swenson Drive; thence
due West in the center of Swenson Drive to the center of State Route
DD; thence due South following the center of State Route DD to the
point of beginning.

The voting precinct of Northeast Savannah shall be as follows:
Beginning in the center of the Great Western Railroad tracks where
they intersect the North line of Nodaway Township in Section 22, Township
60, Range 35; Thence southerly along the center of the Great Western
tracks to a point on the centerline of Highway 71; thence West on
the centerline of 71 Highway to the center of 5th Street; thence due
South down the center of 5th Street to the center of Main Street;
thence East down the center of Main Street to a point opposite the
middle of the courthouse; thence South to include the East one-half
of the basement of the courthouse to the center of Court Street; thence
East along the center of Court Street to the center of 4th Street;
thence South following the center of 4th Street to the center of West
Price Street; thence due East following the center of West Price Street
to the center of public road running North and South on the West side
of Section 11, Township 59, Range 35; thence North down the center
of said road to the center of State Route E; thence East along center
of State Route E to the 102 River which is the East boundary of Nodaway
Township; thence Northerly following the meanderings of the 102 River
to the Southwest corner of Section 31, Township 60, Range 34; thence
due North along said Nodaway Township line to the Southwest corner
of Section 19, Township 60, Range 34; Thence Northwesterly following
the Township line and the meanderings of the 102 River to the point
of beginning.

Any future annexation of land into the City of Savannah shall
incorporate said land into the election precinct to which it would
have belonged had it been within the City limits of Savannah at the
date this Chapter became effective.
