"Public grounds", as the term is used in this Chapter, shall be defined as the City parks, parking lots, the City waterworks grounds and facilities, the City reservoir and surrounding grounds, the City dog pound and surrounding grounds, the City wastewater plant and grounds, and the County Courthouse grounds.

This Chapter shall not be construed so as to invalidate any other Chapter restricting the usage of the public grounds described in this Chapter.

A. 
The following public grounds shall be deemed closed during the following times:
1. 
Duncan Park from dusk to 8:00 A.M., except tennis courts, Clasbey Center, volleyball courts and ball fields which will be closed at 11:00 P.M.
2. 
Savannah City Park from 10:00 P.M. to 8:00 A.M., except from October thirty-first (31st) to March thirtieth (30th), and then from dusk to 8:00 A.M.
3. 
All other public grounds from 10:00 P.M. to 8:00 A.M.

No person or persons shall use or be found on any public grounds during times which said grounds are deemed closed unless such person or persons shall have first obtained a permit issued by the Mayor or President of the Board of Aldermen authorizing use of said public grounds.

In issuing permits under this Chapter the issuing official shall take into consideration only the factors of time, place and manner of the activity, event or gathering in determining whether a permit shall be issued.

The issuance of a permit does not preclude the closing of public grounds for violation of State laws or City ordinance during the time covered by said permit.

Any violation of this Chapter shall be punishable by a fine of not less than five dollars ($5.00) per individual, nor more than one hundred dollars ($100.00) per individual.
