There is hereby established the Savannah Public Utility Advisory Board. The purpose of such Board is to aid and assist the Board of Aldermen in administering and managing the City's utility operations and future developments.

The Mayor with the approval of the Board of Aldermen shall appoint five (5) members to the Savannah Public Utility Advisory Board.

A. 
The members of the Savannah Public Utility Advisory Board shall hold office: two (2) for three (3) years, two (2) for two (2) years and one (1) for one (1) year from the first (1st) of September following their appointment. Three (3) members of the Savannah Public Utility Advisory Board must reside within the City limits and be residential customers of the City's utilities. Two (2) members of the Savannah Public Utility Advisory Board may reside outside the City limits, but must be either a commercial customer of the City's utilities or an out-of-town residential customer of the City's utilities.
B. 
The Mayor, with the consent of the Board of Aldermen, shall appointment members to fill any vacancy. The Mayor may, with the consent of the Board of Aldermen, remove any Board member for misconduct or neglect of duty.

The Savannah Public Utility Advisory Board shall immediately after their appointment meet and organize by the election of a Chairman, Vice Chairman and Secretary. All members of the Board shall have voting privileges. The Board shall meet as deemed necessary.

Vacancies on the Savannah Public Utility Advisory Board occasioned by removal, resignation or otherwise shall be reported to the Board of Aldermen and be filled in like manner as original appointments and no members shall receive compensation.

The Savannah Public Utility Advisory Board shall propose and recommend such bylaws, rules and regulations for its guidance. All proposed bylaws, rules, and regulations shall be in writing and shall be submitted to the Board of Aldermen for approval.

A. 
The Savannah Public Utility Advisory Board shall:
1. 
Learn and understand the basic financial and technical operations of the water treatment plant and the wastewater plant.
2. 
Learn and understand the basic infrastructure of the water and wastewater system.
3. 
Review utility rates on an annual basis, including rate recommendations from City staff.
4. 
Make recommendations to the Board of Aldermen regarding rate and fee adjustments.
5. 
Learn and understand Federal and State regulations regarding the operations and maintenance of the water and wastewater plants.
6. 
Assist in communicating timely and pertinent information to the public.

The Savannah Public Utility Advisory Board shall make on or before the first (1st) of September an annual report to the Board of Aldermen.

All meetings of the Savannah Public Utility Advisory Board shall be open to the public and reasonable notice of said meetings shall be given.
