The following words shall have the following definitions:
CUT
To cause the surface of any public way to be disturbed by cutting, digging or excavating the same.
PUBLIC WAY
Any street, alley or easement owned by the City of Savannah or dedicated to public use and located within the City of Savannah.

No person shall cut or cause to be cut any public way unless such person has obtained a permit from the City of Savannah, and posted a bond or cash deposit as determined by the City Administrator; or unless said person is acting as an agent for an entity which has a utility franchise agreement on file with the City of Savannah.

A. 
The City Administrator is hereby authorized to promulgate a cut application form which shall include the following information:
1. 
Date of application;
2. 
Name of applicant;
3. 
Residence of applicant;
4. 
Approximate location of the cut;
5. 
Dimensions of the cut;
6. 
Purpose of the cut;
7. 
Length of time to complete the cut;
8. 
Type of surface on the public way;
a. 
Concrete;
b. 
Asphalt;
c. 
Rock;
d. 
Dirt;
e. 
Other;
9. 
Signature of applicant.

Upon application, the following fee schedule will be followed:
Seventy-five dollars ($75.00) for a street cut half way across the street.
One hundred fifty dollars ($150.00) for a street cut more than half way across the street.
Fees will be determined by the Public Works Director. The cut permit fee will be paid to the City Collector. The City will maintain street cut after completion of construction.

Any person violating this Article shall, after conviction, be punished as provided in Section 100.220 of the Savannah City Code.
