A Tourism Board is hereby established in the City. The Board shall include one (1) Alderman representative to be appointed by the Mayor. In addition, five (5) citizens of the City area with interests in the development of the tourism industry and the promotion of the assets of Concordia, Missouri, shall be appointed by the Mayor and approved by the Board of Aldermen. One (1) of the citizen members shall be a member at-large and shall serve as Chairman of the Board. A Vice Chairman shall be elected by the Tourism Board and shall conduct the meetings in the Chairman's absence. The City Administrator shall be an ex officio member of the Tourism Board.

The term of office for each member shall be three (3) years except that the terms of members first (1st) appointed shall be for varying periods so that the succeeding terms will be staggered. Reappointments by the Mayor will occur upon majority vote of the Board of Aldermen after terms have expired.

A Secretary shall be elected by the Tourism Board. The Board, through the Secretary or designee in the Secretary's absence, shall record minutes of the meeting and submit a copy to the City Clerk within seventy-two (72) hours of the meeting. Minutes shall be complete and cover topics discussed, recommendations made and resolutions adopted. The vote on each resolution shall be made a matter of record. A quorum shall consist of four (4) members of the Board. The Chairman shall vote only in case of a tie vote.

Each member of the Tourism Board shall reside in, be employed in or represent an organization with an interest in increased tourism and promotion of the City of Concordia, Missouri. The member shall be at least twenty-one (21) years old and shall be a qualified voter.

A. 
The Tourism Committee will be called into session when deemed necessary by the Chairman in consultation with the City Administrator. This agenda shall be posted for public notice no less than twenty-four (24) hours prior to the meeting. As a minimum, the Board will meet quarterly.
B. 
The Administrator will prepare an agenda in consultation with the Chairman. The Chairman will be responsible for conducting the meeting as outlined on the agenda.

The Alderman assigned to the Tourism Board shall act as the liaison between the Tourism Board and the Board of Aldermen. The Alderman shall report at the regular meeting of the Board of Aldermen concerning the activities of the Tourism Board. The Alderman may participate in the discussions held but cannot vote. In the event the Alderman cannot attend the meeting, the Mayor may substitute for the Alderman or appoint another representative to attend on behalf of the Board.

A. 
In general, the Tourism Board shall act in an advisory capacity to the Board of Aldermen on matters relating to tourism and promotion of Concordia. They shall advise the Board of Aldermen on tourism issues and issues relating to the promotion of the City of Concordia. Specifically, duties will include the following:
1. 
Develop and recommend procedures for the collection of the transient guest tax.
2. 
Identify areas of Concordia as tourism areas and list characteristics required for future areas to be considered tourism areas and to qualify for expenditures from the tourism sales tax fund for improvements to tourism areas.
3. 
Make recommendations to the Board of Aldermen on allocations of funds to special events and attractions from the tourism sales tax fund.
4. 
Develop a promotional campaign and make recommendations to the Board of Aldermen promoting such campaign.
5. 
Work with Federal, State and Lafayette County representatives to promote tourism industry in Concordia.
6. 
Work with all other standing committees to promote activities that will attract tourists to Concordia.

Members of the Tourism Board serve as volunteers and are not paid. However, members shall receive reimbursement of travel and other expenses if prior approval is received from the City.

Vacancies on the Tourism Board shall be reported to the Mayor and shall be filled in like manner as the original appointees to serve the unexpired term.

The Tourism Board shall only be terminated by majority vote of the Board of Aldermen.
