The sizing of customer service lines shall be
in accordance with AWWA Manual of Water Supply Practice M22, A Sizing
of Water Service Lines and Meters, and is subject to Authority approval.
The applicant shall provide justification for water service line and
meter sizing for Authority review and approval. Residential service
lines shall be 3/4 inches minimum in size. The service line shall
consist of a corporation stop, copper pipe, curb stop and box, and
may also include a meter pit.

Refer to Appendix B for a summary of the requirements
for connecting residential dwellings to the water lateral at the curb
valve.
|
The minimum depth of backfill over pipes shall
be 3.5 feet (42 inches).
|
Service lines shall be of Type K copper water
tubing. Fittings must be compression-type fittings.
|
At the entry of the service line into the building
a protective sleeve shall be provided through the wall of the building.
The sleeve shall span across the excavated area outside the wall and
at least two feet of the end of the sleeve shall rest on virgin soil.
The copper pipe shall be threaded through the sleeve and the annular
space at both ends of the sleeve sealed with noncorrosive silicone-based
sealant.
|
A double backflow preventer with shutoff valve
must be installed adjacent to and downstream of the water meter.
|
When pressures exceed 60 psi, the applicant
shall, at his own expense, install on the house side of the meters,
pressure regulating valves. The pressure regulating valves shall be
maintained by the applicant or subsequent property owner.
|
In areas where the static water pressure in
the distribution system is less than 40 psi, booster pumps will be
required. The provision of booster pumps is the applicant's responsibility.
Connections will not be permitted if distribution system static pressure
in the area is less than 20 psi.

|
Materials and equipment:

1.

Small valves.
| ||||
a.
|
General.
| ||||
Small valves are defined as three-inch or smaller
valves and shall be gate valves or ball valves, unless specified otherwise.
| |||||
b.
|
Gate valves.
| ||||

|
Gate valves 2 1/2 inches diameter and smaller
shall have flanged or screwed ends as required and shall be brass
or bronze, solid wedge, union bonnet, rising-stem, Fig. 47 or 48 as
manufactured by Jenkins Brothers or similar products as manufactured
by Crane, Fairbanks, or Lukenhiemer.

All gate valves 2 1/2 and three inches,
unless otherwise noted, shall be brass body gates and shall be Jenkins
No. 1240 or Hammond 1B-647.
| ||||
(3)
|
Valves shall open to the left (counter-clockwise).
Operating nuts or wheels shall have cast thereon an arrow and the
word "open" indicating the direction of opening.

c.
|
Ball valves.
| ||||
Ball valves shall be the 300 psi heavy brass
type with compression ends. The meter stop valve shall be a ball angle
meter valve. Valves shall be Mueller Company or Ford.

2.
|
Copper tube.
| ||||
Copper tube shall conform to the requirements
of ASTM B88, with Type K for underground installations and Type L
in exposed locations. The water service copper tubing must be one
continuous piece with no fittings or splices in lengths less than
100 feet.

3.
|
Fittings for copper tubing.
| ||||
Fittings for copper tubing shall be the compression
type conforming to AWWA C800 with a pressure class of 150 psi. All
service fittings shall be compression connection manufactured by Mueller
Company or Quick Joint manufactured by Ford.

4.
|
Corporation stops.
| ||||
Corporation stops shall be Mueller 110 compression
connection or Ford Quick Joint. Corporation stops shall be Mueller
H-15008 or Ford FB1000 Series.
| |||||
5.
|
Curb stops and boxes.
| ||||
Curb stops shall be Mueller 110 compression
connection or Ford Quick Joint. Curb stops shall be Mueller H15209,
Mueller B-25209, or Ford B44 Series.
| |||||
Curb boxes shall be two-piece, screw type, cast
iron and be operable with a six-foot-long wrench. They shall be manufactured
by Tyler/Union, Series 6500 with two-and-one-half-inch shaft and shall
be provided with a lid with the word "WATER" cast in. The standard
box number shall be 93-E which has an extension range of 36 to 54
inches. Other box numbers shall be used as required if the burial
depth is out of the 93-E extension range.

6.
|
Backflow preventers.
| ||||
A double backflow prevention device shall be
installed at each customer service after the water meter. The backflow
preventer shall be Watts Series 007 for the size range of 1/2 inch
to three inches. Other applications of backflow preventers are provided
in Section 3.

7.
|
Pressure regulating valves.
| ||||
a.
|
The installation of pressure regulating valves
may be required by the Authority to prevent excessive pressures at
customer services or other locations. Pressure regulating valves required
at customer services are to be installed and maintained by the customer.
| ||||
b.
|
Pressure regulating valves two inches and smaller
shall be diaphragm-type with cast-bronze body and galvanized iron
strainer. They shall be manufactured by Mueller Co. or Watts Regulator
Co.
| ||||
c.
|
Pressure regulating valves 2 1/2 inches
and larger shall be manufactured by Cla-Val, Watts or Val-Matic.
| ||||
8.
|
Clamping devices.
| ||||
Socket clamps, anchor, straps, and tie rods,
used to anchor pipe fittings, shall be as manufactured by the Grinnel
Company, Inc., Stellar Corporation, or approved equal.
| |||||
9.
|
Encasement pipe and protective sleeve.
| ||||
Encasement pipes and protective sleeves shall
be welded and seamless black steel pipe or Schedule 40 PVC pipe.
| |||||
B.
|
Meters and meter pits:
| ||||
1.
|
The Authority installs and maintains water meters
and external reader boxes. A conduit must be provided and installed
from the meter to the reader box location. The conduit shall be one-half-inch
minimum with large radius bends to permit easy installation of the
wiring. No short-radius bends or elbows will be permitted. All meters
shall be installed at one to four feet above floor level.
| ||||
2.
|
Spacers must be provided to accommodate the
water meters. Water meters have male N.P.T. ends. Spacer lengths for
three-fourths-inch meters must be 13 inches and for one-inch meters
must be 16 inches. All meters shall be properly supported on a shelf
or with brackets.
| ||||
3.
|
Meter pits shall be required for water service
lines if: 1) the water service line is over 100 feet long; or 2) hydrants
are located along the water service line; or 3) it is deemed necessary
by the Authority.
| ||||
4.
|
Meter pits shall be located as close to the
curb valve as possible and not more than five feet from the curb valve,
as approved by the Authority. Meter pits shall be installed to manufacturer's
recommendations. Backfilling around the meter pit must be done uniformly
and with care to prevent distortion of the boxes.
| ||||
5.
|
Meter pits for five-eighths-inch to one-inch
meters shall be Mueller/McCullough Thermal Coil system. Box depth
shall be minimum 42 inches. The meter inlet type shall be lockwing
angle ball valve (full port), and the meter outlet type shall be dual
check valve. Pit shall be furnished with four-inch insulating pad.
Lid shall be cast iron with pentagon key and Touch Read feature. Lid
diameter shall be 15 inches for three-fourths-inch meters and 18 inches
for one-inch meters.

6.
|
Meter pits for one-and-one-half-inch or two-inch
meters shall be Ford Plastic Pit Setter. Box depth shall be minimum
42 inches. The meter inlet type shall be lockwing angle ball valve
(full port), and the meter outlet type shall be angle dual check valve.
A bypass with lockwing ball valve shall be provided. Pit shall be
furnished with a cast iron monitor cover with an inner lid and twenty-inch
access opening. Lid shall be designed with Touch Read feature.

7.
|
Meter pits in traffic areas or requiring meters
larger than two inches, or where required by the Authority, shall
be depicted in the detail drawings and be approved by the Authority.
Meter pits shall have a minimum four-inch floor drain equipped with
ball-float check valve assembly manufactured by Josam Series 67100A-Z
or approved equal. Meter pits shall be provided with Touch Read feature
for meter reading. Design pit for antiflotation on dead weight alone.
| ||||
8.
|
Meter pits located in driveways, parking lots,
or where subject to vehicular traffic shall be designed for H-20 wheel
loading.
| ||||
C.
|
Construction methods.
| ||||
1.
|
When installing corporation stops, the main
shall be tapped at a 45° angle with the horizontal. Service tubing
shall be installed as a continuous length of pipe and shall have a
minimum cover of three feet, six inches. Curb stops shall be vertical,
with the top of the curb box at finished grade. The curb box shall
be set on a precast concrete block firmly embedded in virgin soil
(see detail No. 5). Where grading may still be in progress the curb
box shall be marked by a minimum two-inch by four-inch pressure-treated
lumber stake projecting 18 inches above final grade.

2.
|
Service lines crossing state highways are subject
to state approval and are normally installed in a casing pipe which
shall be bored, jacked, or augured under the highway, all in accordance
with PennDOT requirements and specifications.
| ||||
3.
|
Service lines shall be bedded in sand, free
of limestone, or wrapped with plastic sheeting protection.
| ||||
4.
|
Service lines at meters shall be installed in
areas not subject to freezing.
| ||||
D.
|
Testing and inspection:
| ||||
1.
|
Notification.
| ||||
It is incumbent upon the applicant to notify
the Authority a minimum of 24 hours in advance of when the work will
be ready for inspection.
| |||||
2.
|
Before backfilling the trench or covering any
work, an inspection by the Authority from the curb valve to the water
meter stop must be performed.
| ||||
3.
|
a.
|
Each service line shall be subjected to a pressure
test prior to approval by the Authority. The test shall be witnessed
by an agent of the Authority and the service line shall not be deemed
acceptable until said service line has satisfactorily passed the test
hereinafter described. All costs of testing and any subsequent test(s),
including equipment, material, or labor required shall be the responsibility
of the applicant.

b.
|
Service lines two inches and smaller: A test
pressure of 100 psi shall be applied to the service line. There shall
be no drop in pressure for a period of 15 minutes.
| ||||
c.
|
Service lines larger than two inches: Refer
to Section 4, Water Mains, for the testing requirements.
| ||||
4.
|
Disinfection.
| ||||
Service connections shall be part of the testing
and disinfection program specified in Section 4 per AWWA standards.
The chlorine from the service connections shall be flushed and drained.
If necessary, the applicant shall request service customers to run
spigots in the dwelling to remove chlorine from the lines. The Authority
shall not be responsible for any damage to customer service lines.

All service lines shall be installed with a
minimum grade of 2%. Pipes shall be laid in straight lines.
|
A minimum cover of the three feet over the top
of the pipe shall be maintained. Minimum cover in driveways, parking
areas, and streets shall be four feet. Any exceptions to these requirements
have to be approved by the Authority.
|
a.
|
Cleanouts shall be installed at maximum intervals
of 50 feet in the service line and at changes in direction greater
than 45°.
| |
b.
|
Cleanouts shall be provided either inside the
building where the pipe enters the building or outside the building
at the beginning of the service line.
| |
c.
|
The top of the cleanout shall be six inches
above finished surrounding grade. Alternatives to this requirement
may only be considered by the Authority if adequate justification
is provided by the applicant that demonstrates that meeting this requirement
is not feasible.
|
a.
|
A one-piece running trap with vent and cleanout
shall be installed in the service line in the vicinity of the Authority's
sewer lateral. The trap shall be a minimum distance of two feet and
a maximum distance of 10 feet from the end of the lateral. The trap
shall not be installed within the road right-of-way or in driveways.

b.
|
The riser and vent shall be on the building
side of the trap. Unless otherwise authorized by the Authority or
its representative, the top of the vent shall be six inches above
finished surrounding grade to prevent surface water from entering
the service line. The vent shall be located in an area not subject
to flooding or ponding.
|
The following types of piping are permissible
for service line installation:

a.
|
In normal good ground conditions: ductile iron
or Schedule 40 PVC.
| |||||
b.
|
Where the service line is to be placed under
a drive or other roadway and the depth is less than four feet, the
line shall be encased in flowable fill to six inches above the top
of the pipe, or the line shall be ductile iron pipe meeting the requirements
in Section 4 of ECTA Specifications for Sanitary Sewer System Construction.

and ASTMA A746. Pipe shall be supplied in standard lengths as much
as possible.

Foundry Company, American Ductile Iron Pipe Company, or Griffin Pipe
Products Company.

Ductile iron pipe and fittings shall be lined
with Protecto 401 ceramic-filled amine cured epoxy by Indurall, SewperCoat
calcium aluminate mortar by Lafarge Calcium Aluminates, or approved
equal.

Joints. Joints shall be rubber-gasket push-on
type or rubber-gasket mechanical joint-type conforming to AWWA C111.
Gasket shall be SBR.

All fittings and accessories shall have bell
and/or spigot configurations compatible with the pipe.

For low-pressure sewer service lines, refer
to Section 5, Low Pressure Sewers, for these requirements of the ECTA

Excavation.
| |||
The trench shall be excavated to a depth of
six inches below the outside diameter of the pipe barrel, or deeper
if so specified. The excavation may be done by machine. The resultant
subgrade shall be undisturbed, or compacted as approved by the Engineer
if disturbed.
| ||||
2.
|
Backfilling.
| |||
Service line trenches shall be backfilled, from
the bottom of the trench to the center line of the pipe with sand
or AASHTO No. 8 or PennDOT 1B stone and placed in layers of three
inches (uncompacted thickness) and compacted by tamping. Backfilling
material shall be deposited in the trench for its full width on each
side of the pipe and fittings simultaneously.
| ||||
From the center line of the pipe and fittings
to a depth of one foot above the top of the pipe, the trench shall
be backfilled by hand or by approved mechanical methods. The Contractor
shall use special care in placing this portion of the backfill so
as to avoid damaging or moving the pipe. The backfill shall be placed
in six-inch layers (uncompacted thickness) and compacted by tamping.
Backfill in this section of the trench shall be with sand or AASHTO
No. 8 or PennDOT 1B stone.
| ||||
No trench shall be backfilled until the service
line has been inspected and approved by the Authority or its representative.
| ||||
3.
|
Water in trenches.
| |||
Trenches shall be dewatered prior to laying
pipes. Ground and surface water in trenches shall not be permitted
to enter the sewerage system.
| ||||
4.
|
Restoration.
| |||
All street, road, or highway surfaces, which
are disturbed or damaged during installation of the service lines,
shall be properly repaired at the owner's cost.
| ||||
Subsequent settlement of the street, road, or
highway surface resulting from improper compaction of the service
line trench or failure to protect the lateral line trench, shall be
promptly repaired at the owner's cost.
| ||||
5.
|
Connections to sewer laterals.
| |||
a.
|
Extended adapter bushing.
| |||

|
The extended adapter bushing shall be a six-inch
sewer spigot by four-inch DWV hub concentric reducer and shall be
of the same material as the sanitary sewer lateral pipe.

b.
|
Test tee.
| |||

|
The test tee shall have gasketed joints and
be of the same material as the sanitary sewer lateral pipe.

c.
|
Flexible coupling.
| |||
(1)
|
Flexible coupling composed of elastomeric PVC
shall conform to ASTM C443, C425, C564 and D1869 as manufactured by
Fernco, Inc.

(2)
|
Each coupling shall be supplied with two Type
305 stainless steel adjustable clamps.

All connections to sewers shall be made at the
terminus of the sewer lateral unless the Authority specifically authorizes
otherwise.

Whenever no sewer lateral has previously been
constructed, the construction of the sewer lateral and the connection
of the sewer lateral to the sewer main shall be as described in the
ECTA Specifications for Sanitary Sewer System Construction.

6.
|
Special conditions and requirements.
| |||
a.
|
Where the service line is to be placed under
a drive or other roadway and the depth is less than four feet, the
line shall be encased in flowable fill to six inches above the top
of the pipe, or the line shall be ductile iron pipe meeting the requirements
in Section 4.
| |||
b.
|
At the entry of the service line into the building,
a protective sleeve shall be provided through the wall of the building.

No service station, garage, factory building,
or commercial establishment which handles oils, petroleum, or similar
products, or which washes cars, trucks, or other types of machinery,
shall connect to the sewer system without first installing grease
and sand traps of sizes and types approved by the Authority or its
representative and a flow monitoring manhole in the service line or
at a location approved by the Authority or its representative.

No hotel, restaurant, boarding house, or public
eating place shall connect to the sewer system without first installing
grease traps of a type and size approved by the Authority or its representative
and a flow monitoring manhole in the service line at locations approved
by the Authority or its representative.
|
Each service line shall be subjected to a test
prior to approval by the Authority. The test shall be witnessed by
an agent of the Authority and the service line shall not be deemed
acceptable until said service line has satisfactorily passed the test
hereinafter described. All costs of testing and any subsequent test(s),
including equipment, material, or labor required shall be the responsibility
of the owner.

withstand the pressure associated with the test. The test shall be
an exfiltration test with air as detailed in Section 4 of the ECTA
Specifications for Sanitary Sewer System Construction.

Care must be taken that the pressures generated
by the air testing equipment do not exceed the pipe manufacturer's
recommendations.
