The Good Will Fire Company is hereby recognized as the Borough
of Pemberton's volunteer fire company for the purposes of extinguishing
fires and providing other fire service. The Borough Council shall
contract annually with the Good Will Fire Company upon such terms
and conditions as shall be deemed proper.
The members of the Good Will Fire Company shall be under the
supervision and control of the Borough of Pemberton and in performing
fire duty shall be deemed to be exercising a governmental function.
The election of the Fire Chief shall remain the prerogative
of the membership of the Good Will Fire Company as set forth in its
certificate of incorporation or bylaws. The internal operations of
the Good Will Fire Company shall not be subject to the supervision
and control of the Borough of Pemberton.
The Borough Council may annually raise and appropriate no more
than $90,000 to support the Good Will Fire Company. The Good Will
Fire Company shall use not less than 50% of the funds received from
the Borough Council for the purchase of fire equipment, materials
and supplies. All funds appropriated to the Good Will Fire Company
shall be accounted for to the Borough Council on or before December
31.
In addition to the annual appropriation, the Borough Council
may appropriate such additional sums as it may deem necessary for
the purchase of fire equipment, supplies and materials for use by
the Good Will Fire Company; the title to such fire equipment, supplies
and materials shall remain with the Borough, provided that the funds
shall be controlled and disposed by the Borough.

The Good Will Fire Company is hereby authorized to seek reimbursement
for costs incurred in extinguishing fires and providing other fire
services, which costs may include charges for the use of equipment
and materials based upon a schedule to be presented annually by the
Good Will Fire Company to the Borough Council for consideration and
approval by resolution. The Good Will Fire Company shall establish
an internal billing procedure, which may include the use of a third-party
billing company to invoice and collect the costs incurred. The Fire
Chief shall submit a quarterly report to the Borough Administrator
identifying all revenue received as a result of its billing for volunteer
fire services.
