A. It shall be a violation of this chapter for any person to do any
act forbidden by or to fail to perform any act required by this chapter.
B. The parent of any child and the guardian of any ward shall not authorize
or knowingly permit that child to violate any of the provisions of
this chapter.
C. These regulations applicable to bicycles shall apply whenever a bicycle
is operated upon any street or upon any public path set aside for
exclusive use of bicycles, subject to those exceptions stated in this
chapter.
As used in this chapter, the following terms shall have the
meanings indicated:
BICYCLE
Every device propelled by human power which any person may
ride, having two tandem wheels, either of which is over 20 inches
in diameter, shall come within the definition of bicycle.
No person who resides within this Borough shall ride or propel a bicycle on any street or upon any public path set aside for the exclusive use of bicycles unless that bicycle has been licensed and a license plate is attached thereto as provided in §§
182-4 through
182-6.

Application for a bicycle license and a license plate shall
be made upon a form provided by the Borough and shall be made to the
Police Department. An annual license fee as established from time
to time by resolution of Borough Council shall be paid to the Borough
before each license or renewal is granted.
The Police Department shall inspect each bicycle before licensing
it and shall refuse a license for any bicycle which it determines
is in unsafe condition.
Upon the expiration of any license, the license may be renewed
upon application and payment of the required fee.
Upon the sale or other transfer of a licensed bicycle, the licensee
shall remove the license plate and shall either surrender it to the
Police Department or may, upon proper application but without payment
of additional fee, have the plate assigned to another bicycle owned
by the applicant.

A rental agency shall not rent or offer any bicycle for rent unless that bicycle is licensed and a current license plate is attached to it as provided in §§
182-4 through
182-6 and unless the bicycle is equipped with all equipment required by this chapter.

Any person, firm or corporation who shall violate any provision
of this chapter shall, upon conviction thereof, be sentenced to a
fine of not more than $600 plus costs and, in default of payment of
said fine and costs, to a term of imprisonment not to exceed 30 days.
Each day that a violation continues shall constitute a separate offense.
Provided, in case of any violation involving the lack or inadequacy
of any equipment required by this chapter, the license of the bicycle
involved may be suspended and the license plate removed and detained
by the Police Department until the equipment of the bicycle conforms
to the requirements of this chapter and the Vehicle Code, 75 Pa.C.S.A.
§ 101 et seq.
