The Community Center Advisory Committee was created by resolution on February 9, 1983, and is hereby formalized by ordinance and is hereinafter called the "Eatontown Community Center Advisory Committee."
The members of the Eatontown Community Center Advisory Committee, including nonvoting members, shall receive no compensation for their services as members thereof, but may be reimbursed for reasonable and necessary appropriations made available therefor, but only upon request to and approval by the Borough Council. The governing body may also, in its discretion, allow the employment of clerical assistance for the Eatontown Community Center Advisory Committee, and annually appropriate funds for compensation and/or reimbursement of expenses for said clerical assistance (if so assigned by the governing body).
The powers and duties of the Eatontown Community Center Advisory Committee shall be to:
A. 
Inform the municipality and the Borough Council as to the needs of various sectors of the Borough, for which the Community Center may initiate, participate in or expand on existing activities and programs as part of the Community Center.
B. 
Encourage participation in constructive community activities and programs, and create and establish such programs and activities where possible as part of the Community Center.
C. 
Provide a forum so that Borough citizens can address issues affecting them.
D. 
Undertake fact-finding investigation to determine the necessity of programs and activities oriented towards the various sectors of the Borough.
E. 
Seek to coordinate, assist and unify the efforts of other municipal groups and committees and private groups, institutions and individuals within the Borough of Eatontown in accord with the purposes of this article.
F. 
Maintain a liaison and communication with the public and private agencies and organizations of local, state and national scope, whose programs and activities have an impact on the citizens of Eatontown and who may provide assistance to the Eatontown Community Center Advisory Committee.
G. 
Advise the Borough Council on matters affecting the citizens of the Borough of Eatontown.
H. 
Carry out other such duties and activities assigned to the Community Center by the Borough Council.
A. 
The Eatontown Community Center Advisory Committee shall consist of 12 members as follows:
(1) 
The Director of the Community Center, Recreation Director or other supervisory official of the Community Center assigned to the Community Center by the Borough Council;
(2) 
DARE Officer from the Eatontown Police Department;
(3) 
Coordinator of the Youth Activities at the Eatontown Community Center or Coordinator of the Eatontown Youth Committee;
(4) 
Coordinator of Senior Citizen Activities at the Community Center;
(5) 
Borough Council Liaison to the Community Center;
(6) 
Four residents at large of the Borough of Eatontown appointed by the Mayor with the consent of Council;
(7) 
Three individuals, either residents or nonresidents who demonstrate from their careers or backgrounds expertise in community service activities, and in particular background in education and/or youth activities and/or senior citizen activities and/or public assistance, the same of which shall be appointed by the Mayor with the consent of Council.
B. 
On the initial appointment to the Eatontown Community Center Advisory Committee, the term of all members of the Committee shall be one year, appointed January 1 of each year. Appointments made at any time after January 1 of each year shall merely serve out the balance of the year of appointment.
C. 
The Council Liaison shall serve as a nonvoting member of the Committee.
D. 
The Eatontown Community Center Advisory Committee shall be encouraged to seek participation of other residents of the Borough in all activities.
The Eatontown Community Center Advisory Committee, at its annual meeting or reorganization meeting, shall designate a Chairperson, who shall serve for a term of one year. The Eatontown Community Center Advisory Committee may reelect the same individual as Chairperson on an annual basis. At any annual meeting of the Eatontown Community Center Advisory Committee, its members shall elect, from among themselves, all officers of the Eatontown Community Center Advisory Committee and establish rules and regulations for its members to follow. The Eatontown Community Center Advisory Committee shall keep accurate minutes of its meetings and activities and shall file an annual report with the Borough Council. The annual report shall cover the activities and work of the Eatontown Community Center Advisory Committee and include recommendation as may be necessary to fulfill the purposes of this article. Approved minutes of meetings shall be filed with the Borough Clerk.
This article shall be deemed an exercise of the powers of the Borough Council to establish a Committee with the responsibility to serve as an Advisory Committee to the Community Center and to the Borough Council. It is the intention of this article to empower the Eatontown Community Center Advisory Committee in making recommendations to the Community Center Director or supervisor in charge of the Community Center with regard to activities and programs, and to assist the Community Center in formulating programs and initiatives for the citizens of Eatontown, and to receive input from various sectors of the Borough of Eatontown with regard to Community Center activities and programs.
This article shall take effect immediately upon final passage and publication as provided by law.
