It is recognized that the Borough of Eatontown Youth Committee has existed for many years, but now is being formalized by ordinance and shall forthwith be named and called the "Borough of Eatontown Youth Committee," hereinafter called the "Youth Committee."
The members of the Youth Committee shall receive no compensation for their services and members thereof but may be reimbursed for reasonable and necessary appropriations made available therefor, but only upon request to and approval by the Borough Council.
The powers and duties of the Youth Committee shall be to:
A. 
Inform the municipality and the Borough Council as to the needs of the Borough's youths.
B. 
Encourage youth participation in constructive community activities and programs and create and establish such programs and activities where possible.
C. 
Provide a forum so that the Borough's youths can address issues affecting them.
D. 
Undertake fact-finding investigation to determine the necessity of programs and activities oriented towards the Borough's youths.
E. 
Seek to coordinate, assist, and unify the efforts of other municipal groups and committees and private groups, institutions, and individuals within the Borough of Eatontown in accord with the purposes of this article.
F. 
Maintain liaison and communication with the public and private agencies and organizations of local, state, and national scope, whose programs and activities have an impact on the youth of our society or who may provide assistance to the Youth Committee.
G. 
Advise the Borough Council on matters affecting youth and youth activities in the Borough of Eatontown.
H. 
Carry out other such duties as may be assigned from time to time by the Borough Council.
A. 
The Youth Committee shall consist of two Boards; one designated as the Seventh and Eighth Grade Board and the other designated as the High School Board. The Seventh and Eighth Grade Board shall consist of a minimum of six members, with additional members allowed to be appointed based on the review of applications received by the Eatontown Community Center Advisory Committee as set forth more fully below. The High School Board shall consist of a minimum of eight members, with additional members allowed to be appointed based on the review of applications by the Eatontown Community Center Advisory Committee as set forth more fully below. All Board members shall be appointed by the Eatontown Community Center Advisory Committee.
B. 
It shall be the intent of the Borough of Eatontown Community Center Advisory Committee, in making appointments, that youth from Eatontown shall be appointed representing a cross section of the Borough community. All Youth Committee members appointed by the Eatontown Community Center Advisory Committee must submit an application requesting appointment, meet the grade level for the appointment and satisfy all criteria consistent with the intent of this article and established by the Eatontown Community Center Advisory Committee in determining qualifications to the Youth Committee. The Advisory Committee has the discretion to establish criteria relevant to selection to the Youth Committee and to weigh the factors applicable to each applicant in determining membership. Selection by the Advisory Committee shall be final.
C. 
The Youth Committee shall be encouraged to seek participation of all youth of the Borough in all activities.
The Youth Committee, at its annual meeting, shall designate a President, Vice President and other officers as the Youth Committee deems appropriate, who shall serve for a term of one year. At each annual meeting of the Youth Committee, its members shall elect, from among themselves, all officers of the Youth Committee and establish rules and regulations for its members to follow. The Youth Committee shall keep accurate records of its meetings and activities and shall file an annual report with the Borough Council. The annual report shall cover the activities and work of the Youth Committee and include recommendation as may be necessary to fulfill the purposes of this article.
This article shall be deemed an exercise of the powers of the Borough Council to protect and encourage constructive youth involvement and activities within the Borough of Eatontown and it shall not be deemed to impair the powers of the Borough Council or its other committees and boards. It is the intent that this Youth Committee encourage public participation and education concerning the Borough's youth and serve as a vehicle for that purpose.
The Youth Committee shall be under the direct guidance of the Director of the Borough Community Center, Recreation Director or other supervisory official assigned to the Community Center, which shall provide space for the respective Committee meetings, activities and programs. In addition to the supervision of the Director of the Borough Community Center, Recreation Director or other supervisory official assigned to the Community Center, the Borough's Youth Committee shall have adult advisors for consultation in the form of the Borough of Eatontown Community Center Advisory Committee. These advisors shall consist of a Council liaison appointed by the governing body of the Borough of Eatontown, the Police Department's Dare Office, member of the Recreation Department or Recreation Committee, appointee considered an educator in the local school system and other adult advisors as may be selected by the Mayor and Council by appointment. The Committee shall consist of a minimum of four members plus the Director of the Borough Community Center or Recreation Director or other supervisory official assigned to the Community Center who shall be the Chairperson of the Eatontown Community Center Advisory Committee.
This article shall take effect immediately upon final passage and publication as provided by law.
