A. Generally. The City of Plattsburg, Clinton County, Missouri,
shall enter into an agreement with the United States Corps of Engineers
for the development and improvement of recreational facilities as
provided by Section 70.325 of the Revised Statutes of the State of
Missouri, 1969, and that the City of Plattsburg, Clinton County, Missouri,
set aside the following described land located within one (1) mile
of the City Limits of Plattsburg, Missouri, for the establishment
of a City Park and Recreational Facility and levy taxes for the maintenance
of such park and recreational facility as provided in Section 90.010,
RSMo., 1969.
The tract of land to be used for such purpose is described by
metes and bounds as follows, to-wit:
B. Location-Description: A tract of land situated in the Northeast
Quarter of the Southwest Quarter and the West half of the Southeast
Quarter of Section Twenty-four (24), Township Fifty-five (55) North,
Range Thirty-two (32) West of the Fifth Principal Meridian, Clinton
County, Missouri, more particularly described as follows:
Beginning at the Southeast corner of the Northeast Quarter of
the Southwest Quarter of said Section Twenty-four (24); thence westerly
along the south line of said Northeast Quarter of the Southwest Quarter
to a point 928 links East of the Southwest corner thereof; thence
North, 550 links; thence continuing North, 243 feet to the Southeast
corner of an Old Cemetery; thence continuing North along the East
line of said cemetery to the existing southerly right of way line
of State Highway 116; thence in a northeasterly direction along the
southerly right of way line of said highway to the interSection with
the existing southerly right of way line of the Atchison, Topeka and
Santa Fe Railroad; thence in an easterly and southeasterly direction
along the southerly right of way line of said railroad to the east
line of said West half of the Southeast Quarter; thence southerly
along the east line of said West half of the Southeast Quarter to
the center of Little Platte River (Smith's Fork and Platte River);
thence in a westerly, southerly and southeasterly direction, downstream,
along the center of said river to the intersection with the center
of Horse Fork Creek; thence in a westerly and northwesterly direction;
upstream, along the center of said creek to the Est line of said West
half of the Southeast Quarter; thence northerly along the west line
of said West half of the Southeast Quarter to the point of beginning.

Parks shall be open for public use during the following hours:
Firemen's Park. Shall be open for public use
from 6:00 A.M. to 10:00 P.M. year round.
Oak Meadow Park. Shall be open for public use
from 6:00 A.M. to 10:00 P.M. year round.
Parry/Plaza Park. Shall be open for public
use from 6:00 A.M. to 3:00 A.M. year round.
Perkins and Grafton Park. Shall be open for
public use from 6:00 A.M. to 10:00 P.M. year round. Public use of
the park is allowed after 10:00 P.M. only for organized athletic events
sanctioned by the Parks Board/Plattsburg City Recreation Program.
In the cases of sanctioned athletic events, the Park shall remain
open for public use until thirty (30) minutes after the end of the
last athletic event of the day.
Ted Moore City Park. Shall be open for public
use from 6:00 A.M. to 10:00 P.M. year round.

A. Parry (Plaza) Park. Alcohol use shall be limited to beer
and wine only. No hard liquor or spirits shall be allowed. Beer may
be provided, served and consumed only in single serving (sixteen (16)
ounce or less) non-glass containers. Wine may be provided, consumed
and served only in non-glass containers; wine boxes are limited to
two (2) gallon size or less.
The sale or resale of alcohol is strictly prohibited.
B. Perkins/Grafton Park Alcohol Use Regulations. Alcohol use
in Perkins/Grafton Park(s) public parks shall be limited and must
comply with the conditions listed below:
1. Perkins Park/Grafton Park. Alcohol use shall only be allowed
upon receipt of an alcohol use permit and upon payment of established
permit fee and deposit.
2. Alcohol
use shall be limited to beer and wine only. No hard liquor or spirits
shall be allowed. Beer may be provided, served and consumed only in
single serving sixteen ((16) ounce or less) non-glass containers.
Wine may be provided, consumed and served only in non-glass containers;
wine boxes are limited to two (2) gallon size or less.
3. Permits
may be obtained at City Hall. Individuals desiring to have, provide,
serve or provide alcohol in this park shall pay a non-refundable twenty-five
dollar ($25.00) permit fee and a one hundred dollar ($100.00) cleanup
deposit. Deposits shall be refunded upon the City's determination
that the permittee left the permit area in the same or better state
of cleanliness as it was prior to the permit use. Alcohol use permits
must be visibly displayed at all times.
4. Permits
shall only be issued for the following specific facility/areas within
Perkins/Grafton Park: Front Green Shelter House; Front Brown Shelter
House with gazebo; Back Shelter House; Grafton Park Shelter House;
baseball fields. An individual alcohol permit shall only be valid
for the specific facility/area for which it is issued. Each facility/area
shall include a one hundred (100) foot radius from the facility or
from the perimeter fence of the baseball/softball fields. A permit
will only be for a specified location and only to the individual who
has reserved that specific facility/area.
5. The
sale or resale of alcohol is strictly prohibited.
6. All
alcohol use must be in accordance with the conditions of this Section.
Failure to obey the conditions of the permit may result in immediate,
on-site revocation of the permit and/or a summons for failure to comply
with a municipal ordinance. All alcohol use must cease and alcohol
must be immediately be removed the park upon revocation of the permit.
Permittee's compliance with the revocation instructions does not provide
immunity to further sanctions for violation of the Municipal Code.
C. Ted Moore City Park/Oak Meadow Park/Firemen's Park. No alcohol
use of any kind shall be allowed in these neighborhood parks.
