The State traffic laws regulating the speed of vehicles shall be applicable upon all streets within the Village, except that the Village may by ordinance declare and determine upon the basis of engineering and traffic investigation that certain speed regulations shall be applicable upon specified streets or in certain areas, in which event it shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared when signs are in place giving notice thereof.
The Village Traffic Engineer is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable within the district or at intersections and shall erect appropriate signs giving notice thereof.

Except where otherwise provided by signs erected pursuant to duly passed and approved ordinances, no person shall operate a vehicle on any street in the Village in excess of twenty-five (25) miles per hour.
No person shall drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with law. Peace Officers may enforce the provisions of this Section by directions to drivers, and in the event of apparent willful disobedience to this provision and refusal to comply with direction of an officer in accordance herewith, the continued slow operation by a driver is an ordinance violation.
No person shall operate a motor vehicle upon those portions of the roadways which are set forth and described in Schedule I at a rate of speed in excess of that speed limit set for such portions of the roadways by said Schedule.

A. 
Definition. The words "drag racing", when used in this Section for the purpose of this Section, shall mean the operation of two (2) or more vehicles from a point side by side at accelerating speeds in a competitive attempt to outdistance each other. Persons rendering assistance in any manner to such competitive use of vehicles shall be deemed to be participants therein. Any person expressly or impliedly authorizing or knowingly permitting any vehicle owned by him/her or under his/her control to engage in drag racing as herein defined shall be deemed to be a participant herein.
B. 
Prohibition. No person shall participate in drag racing on any street of the Village of Country Club. For purposes of this Section, the operation of two (2) or more vehicles side by side either at speeds in excess of the lawful speeds established in Schedule I of this Title or rapidly accelerating from a common starting point to a speed in excess of said lawful speeds shall be prima facie evidence of drag racing.

A. 
There is hereby imposed a reduced speed limit and enhanced fine provision for traffic on Jennifer Lane between the intersections of Norman Drive and Miller Road due to the fact that there is an impaired child living in the area and a reduced speed limit is necessary and reasonable to provide increased safety for the child.
B. 
It shall be unlawful to drive any motor vehicle on Jennifer Lane between the intersections of Norman Drive and Miller Road at a speed in excess of twenty-five (25) miles per hour.
C. 
Any person violating this Section shall be fined not less than double the normal fine for speeding in the Village.

A. 
The State Highways and Transportation Commission or local authorities with respect to roads under their respective jurisdictions, on any section where construction or major maintenance operations are being effected, may fix a speed limit in such areas by posting of appropriate signs, and the operation of a motor vehicle in excess of such speed limit in the area so posted shall be deemed prima facie evidence of careless and imprudent driving and a violation of Village ordinances pertaining to the same.
B. 
Upon the first conviction or plea of guilty by any person for a moving violation, the court shall assess a fine of fifty dollars ($50.00) in addition to any other fine authorized to be imposed by law, if the offense occurred within a construction zone or a work zone. Upon a second or subsequent such conviction or plea of guilty, the court shall assess a fine of one hundred dollars ($100.00) in addition to any other fine authorized to be imposed by law.
C. 
The driver of a motor vehicle may not overtake or pass another motor vehicle within a work zone or construction zone as provided in this Subsection. Upon a conviction or plea of guilty to this Subsection, the court shall assess a fine of one hundred dollars ($100.00) in addition to any other fine imposed by law.

This subsection applies to a construction zone or work zone located upon a highway divided into two (2) or more marked lanes for traffic moving in the same direction and for which motor vehicles are instructed to merge from one lane into another and not pass by appropriate signs or traffic control devices erected by the Department of Transportation or a contractor or subcontractor performing work for the Department of Transportation.
D. 
Any person violating this Section shall be fined not less than double the normal fine for speeding or improper passing in the Village.
