Prior to filing an application for the approval of a subdivision
plat, the subdivider shall prepare and submit a concept plan to the
Village Clerk-Treasurer for review by and consultation with the Village
Plan Commission. The concept plan shall be to scale showing the layout
of the lots and streets, approximate dimensions and proposed public
improvements. The subdivider shall also provide information regarding
land suitability, including soil conditions, topography, wetlands
and information regarding access and accessibility of the site with
respect to existing roads and existing development within 300 feet
of the site.
Following preliminary consultation and before submitting a final
plat, a preliminary plat shall be prepared by and submitted to the
Village Clerk-Treasurer for review and a recommendation by the Village
Plan Commission. The Village Plan Commission shall review the preliminary
plat for conformance with the requirements of this chapter and all
other ordinances, rules, regulations and adopted plans of the Village
of Sherwood. The Village Plan Commission shall make its recommendation
to the Village Board to approve, conditionally approve or reject the
preliminary plat within 60 days of its submittal unless the time is
extended by agreement with the subdivider. The Village Board shall
take action to approve, conditionally approve or reject the preliminary
plat within 90 days of its submission to the Village Clerk-Treasurer.
The Village Board shall state in writing any conditions of approval
or reasons for rejection. Failure of the Village Board to act within
90 days of submittal constitutes approval of the preliminary plat
unless the time is extended by agreement with the subdivider.
The subdivider shall be responsible for filing the appropriate
number of copies of the preliminary plat with all other state, county
and local agencies, departments, utilities and municipalities pursuant
to § 236.12(2), Wis. Stats.
