When the Town Council determines that any Town way or portion
thereof is unsafe for vehicular traffic, it may by order temporarily
prohibit travel over said way or portion thereof for up 12 months.
Immediately following said decision, notices of closure shall be conspicuously
placed at either end of the way in question.
