Collins Park shall be open daily to the public during the posted hours set by the Board of Trustees. No person other than park employees or law enforcement officers shall enter or remain in Collins Park except when it is open as above specified, unless such persons have been duly issued a permit pursuant to §
182-2 of this chapter for use of said premises at times other than those posted.
The following activities or uses in Village parks shall require
a permit:
A. Remaining or entering Village park after the posted hours set by
the Board of Trustees.
C. Any type of a group athletic activity, whether in a formal league
or not.
D. Any group of 20 persons or more.
E. Any activity that involves fund-raising.
F. Vending or soliciting in the park. If approved, vending permits must
also be obtained from the Village Clerk.
H. Use of Freedom Park stage, amphitheater and/or dance floor
I. Use of Lion's Pavilion.

It shall be presumptive evidence that any person engaged in any activity or use listed in §
182-2 who has not been duly issued a permit for such use is in violation hereof.
No person shall in any way make or cut or cause to be made or
cut any hole or holes in any ice which forms on Collins Lake, except
as follows:
A. A circular hole of not more than 10 inches in diameter may be cut
for the purposes of fishing.
No person shall feed or otherwise encourage the presence of
ducks, geese and other waterfowl within Village parks.
No person shall stop, park or leave standing any vehicle within
Village parks, other than in designated parking areas, except when
necessary to avoid conflict with other traffic or in compliance with
law or the directions of a police officer or traffic control device.
The following activities are prohibited in Village parks:
C. Flying fuel-powered model airplanes.
D. Use of unlicensed motorized vehicles, including trail bikes, minibikes,
go-carts, mopeds, snowmobiles and all forms of motorized transportation
(licensed motor vehicles may be operated on roadways or parking lots
only).
E. Possession and/or use of alcoholic beverages.
G. Smoking
or vaping. The smoking or use of tobacco, cannabis (commonly known
as "marijuana") and/or cannabinoid hemp, and/or the vaping of electronic
cigarettes is prohibited in all public parks in the Village of Scotia
at all times.

(1) "Smoking
or use" means the burning of a lighted cigar, cigarette, pipe or any
other matter or substance containing tobacco, cannabis or cannabinoid
as defined in NYS law or otherwise chewing or using such products.
"Vaping" means the use of an electronic cigarette or e-cigarette,
which is an electronic device that delivers vapor which is inhaled
by an individual user, and shall include any refill, cartridge and
any other component of such a device.

A. Permit required. No dog shall enter the dog park without a dog park
permit from the Village Clerk.
B. Application for permit.
(1)
Written application shall be made upon forms provided by the
Village to the office of the Village Clerk-Treasurer.
(2)
Such application shall be in a form prescribed by the Village
Clerk-Treasurer.
(3)
No application for permit may be approved until the applicant
has signed a waiver of liability/assumption of risk.
(4)
No application for permit may be approved until all permit fees
shall have been paid in accord with the fee schedule established by
the Board of Trustees.
(5)
A permit may be revoked by the Village Clerk for cause.
C. Dog park regulations.
(1)
The dog park is subject to all rules, regulations and laws governing
Village parks.
(2)
Any dog entering the dog park must wear a visible New York State
dog license tag and a Village of Scotia dog park permit tag.
(3)
Any dog entering the dog park must have a current vaccination
for rabies and distemper.
(4)
Female dogs in heat are prohibited.
(5)
Puppies under four months of age are prohibited from using the
dog park.
(6)
Dogs that have been declared dangerous or aggressive by a court
are prohibited from using the park.
(7)
A maximum of three dogs per owner are allowed in the dog park
at any time.
(8)
Dogs must be leashed when entering and exiting the dog park.
(9)
Dog owners or person in custody of the dog must have a leash
with them at all times.
(10)
Dog owners or persons in custody of the dog must be in the fenced-in
area of the dog park with their dog under visual contact and oral
command when not on a leash.
(11)
The owner or person in custody of the dog is solely responsible
for the action of the dog.
(12)
Dogs that become aggressive or uncontrollable must be immediately
leashed and taken from the park.
(13)
Dog feces must be cleaned up immediately by the dog owner or
person in custody of the dog and disposed of properly in receptacles.
(14)
Dog owners or persons in custody of the dog must immediately
fill any holes their dog(s) digs.
(15)
No smoking is allowed in the dog park.
(16)
No food of any kind is allowed in the dog park. Only small bite-sized
dog training treats are allowed with caution.
(17)
Children 12 and under may accompany the family pet only if they
are under direct supervision of an adult.
(18)
Dogs are the only animals allowed in the dog park.
(19)
The dog park shall be open for use from 7:00 a.m. to 9:00 p.m.
only.
