A. 
A department of the government of the City of Carl Junction to be known as the Department of Police is hereby created. The primary mission of the department shall be:
1. 
To suppress crime;
2. 
Protect life and property from criminal depredation;
3. 
The preservation of law and order;
4. 
The enforcement of the criminal and traffic laws of the State of Missouri and the criminal and traffic ordinances of the City of Carl Junction;
5. 
The detection and apprehension of criminals and traffic offenders; and
6. 
The recovery of stolen property.

The department shall be under the supervision of an executive officer to be known as the Chief of Police. He/she shall be responsible to the City Administrator and the Mayor of the City of Carl Junction for the efficient operation of the Department of Police. He/she shall promptly perform or cause to be performed all legal directives of the City Administrator and/or Mayor.

A. 
The Mayor, upon recommendation of the Chief of Police and City Administrator, shall appoint all commissioned officers with the approval of a majority of the Board of Aldermen.
B. 
The Mayor may, with the consent of a majority of all members elected to the Board of Aldermen, remove from office any commissioned officer at will, and any commissioned officer may be removed by a two-thirds (2/3) vote of all the members elected to the Board of Aldermen, independently of the Mayor's approval or recommendation.
C. 
The Chief of Police shall recommend to the City Administrator, and the City Administrator shall appoint, all non-commissioned employees as may hereafter be set by ordinance to efficiently perform the duties and responsibilities of the department and as funds provided by law permit.

A. 
The Chief of Police shall organize the department in such a manner as he/she may deem necessary to efficiently and properly conduct the duties and responsibilities prescribed by law.
B. 
The Chief of Police is hereby authorized to and shall prescribe and enforce such directives, as may be deemed necessary, to carry out the provisions of this Code and any other laws, the enforcement and administration of which are vested in the department.

The Chief of Police and all commissioned Police Officers are hereby empowered to arrest for any violation of any criminal law of this State or of any provision of the Municipal Code of the City of Carl Junction. All commissioned Police Officers of the City of Carl Junction are hereby empowered to serve and execute warrants and other process for apprehension and commitment of persons in the same manner and to the same extent as authorized to Peace Officers.

In the case of an emergency, the Chief of Police shall have the power to appoint auxiliary Policemen for temporary purposes. Such Auxiliary Policemen shall be under the command of the Chief of Police or a commissioned officer designated by the Chief and shall carry on such Police functions as the Chief of Police shall assign.
