A. 
No person other than a person with a disability, as defined in N.J.S.A. 39:4-204, who possesses an identification card and corresponding windshield placard or temporary placard pursuant to N.J.S.A. 39:4-205 and 39:4-206 shall park a vehicle in any handicapped space designated in Schedule XXI (§ 513-63), attached to and made part of this chapter, or in any other lawfully designated handicapped space appropriately marked within the Borough on public or private property.[1]

B. 
Parking spaces for handicapped individuals approved from time to time by the Chief of Police and Mayor and Council of the Borough of Wood-Ridge shall be so approved upon application by said individual on forms prescribed by the Chief of Police, upon recommendation by the Chief of Police and resolution of approval by the Mayor and Council.
C. 
Parking places in front of private homes may be designated as handicapped spaces by the Mayor and Council, upon recommendation by the Chief of Police, if the homeowner has applied to the Department of Police on forms to be provided by the Chief, has established that a need for such a space exists and that the homeowner or resident therein has appropriate handicapped identification, as provided by the State of New Jersey, as set forth in Subsection A hereof.
D. 
The application for a handicapped space shall be renewed annually and shall establish the foregoing as well as the continued residency of the handicapped homeowner/resident.
E. 
Any person parking a motor vehicle in a restricted parking space without a special vehicle identification card shall pay a fine of $250 for the first offense and for subsequent offenses a fine of no less than $250 and shall perform community service up to 90 days on such terms and conditions as the court shall deem appropriate, or any combinations thereof.
