The Board of Aldermen shall elect a Clerk for such Board, to be known as "the City Clerk", whose duties and term of office shall be fixed by ordinance, but if no other term is specified by ordinance then for a term of two (2) years. Among other things, the City Clerk shall keep a journal of the proceedings of the Board of Aldermen. He/she shall safely and properly keep all the records and papers belonging to the City which may be entrusted to his/her care; he/she shall be the General Accountant of the City; he/she is hereby empowered to administer official oaths and oaths to persons certifying to demands or claims against the City; he/she shall be the keeper of the City Seal; he/she shall attend all meetings of the Board of Aldermen and make and keep accurate record of their proceedings. Before entering upon the duties of his/her office and within fifteen (15) days after his/her appointment or election, the City Clerk shall give bond in such sum as may be required from time to time by the Board of Aldermen.

Whenever the duly appointed City Clerk is absent from the City, or is incapacitated from discharging the duties of the office, or refuses to discharge any duty required by law or ordinance to be done, the Board of Aldermen may appoint one (1) of their number, other than the Mayor, to be Acting City Clerk and he/she shall have full authority to do anything which the City Clerk may by law or ordinance have authority to do and his/her actions and tenure of office shall be subject to the direction of the Board of Aldermen.
