As used in this Part 7, "park" shall mean the standing of a
vehicle, whether occupied or not, otherwise than when temporarily
and actually engaged in loading or unloading of merchandise, property,
or passengers, and except when necessary to avoid conflict with other
traffic, or in compliance with the direction of a police officer or
traffic control signal or device.
