During the period from October 1 of any year to May 1 of the
following year, and after the first two-inch or greater snowfall,
no person or entity shall park or cause or permit to be parked on
any street or road within the Village any motor vehicle (other than
law enforcement, emergency services or snow removal vehicles parked
in connection with the conduct of the duties and responsibilities
of the drivers thereof) within the twelve-hour period immediately
following such snowfall, unless the street or road in question has
sooner been cleared of snow.
The Village Manager, in consultation with the Director of Public
Works or such other person or entity as the Village may contract with
from time to time for the performance of all or any public works functions,
shall cause appropriate signs containing the substance of this Part
8 to be posted at suitable and appropriate locations and intervals
on or along Village streets and roads, which signs shall further state
that such vehicles are subject to towing and removal under the applicable
ordinances of the Village and/or the applicable laws of the State
of Illinois.
The Village, through its Police Department or through such other
governmental entity or agency as it may contract or associate with
from time to time for the provision of police services, shall hereby
be authorized to enforce, ticket, cite or otherwise prosecute violations
hereof in such fashion as may be provided for or be consistent with
the laws of the State of Illinois and the ordinances of the Village,
and in connection therewith may authorize or direct the towing of
vehicles in violation of the provisions hereof, all in such manner
as is required either by the laws of the State of Illinois or the
applicable ordinances of the Village. Notwithstanding anything herein
to the contrary, and except for the placement of signs as set forth
above, neither the Village Public Works Department nor such other
person or entity as the Village may contract with from time to time
for the performance of all or any public works functions shall have
the duty or responsibility to take enforcement actions under the provisions
of this Part 8.

Any person violating this Part 8 shall be fined no less than
$50 for a first offense nor more than $100 for each subsequent offense
during the same winter operations season. Each day that a violation
exists shall constitute a separate offense.
Proceedings to enforce violation of this Part 8 may be initiated and conducted in accordance with and pursuant to the administrative adjudication provisions of Chapter
1, Article
III, Penalties and Enforcement, of the Village Code or in any other manner provided by law.
