Editor's note ─ The Home Rule Charter of the City, approved
by the voters of the City at the regular election on April 3, 1973,
is set out in this Part I as adopted. Amendments have been worked
in with the source thereof cited in history notes in parentheses following
amended Sections. The absence of such a note indicates that the Section
is derived unchanged from the Charter as approved April 3, 1973. It
should be noted that Article XIII of the charter is not printed herein
since Section 13.04 provided that the Article would cease to be a
part of the Charter upon the adoption of the Charter by the citizens
of the City.
PREAMBLE: We, the people of Neosho, in order to
secure the benefits of self-government through home rule as provided
in the Constitution of the State of Missouri, do adopt this Charter
for the good government of our City.
