A. 
Applicability. All developments in all districts, except "C-4" Central Business, shall provide sufficient off-street parking spaces solely for the parking of motor vehicles in operating condition of patrons, occupants or employees in accordance with the requirements of this Article. Each application for a building permit, site plan or other zoning request involving the construction, expansion or alteration of off-street parking areas shall include plans indicating the minimum number of parking spaces required in this Section. Plans shall include information as to the location and dimensions of off-street parking spaces and the means of access to the spaces. The administrative official shall not approve any application until he/she determines that the requirements of this Section are met.

The basic requirement of all off-street parking is to exist on the same lot of the primary structure and/or use. However, if the number of off-street parking spaces required by this Chapter cannot reasonably be provided on the same lot where the principal use associated with these parking spaces is located, then spaces may be provided on adjacent or nearby lots in accordance with the provisions of this Section. These off-site spaces are referred to in this Section as satellite parking spaces.
2. 
All such satellite parking spaces must be located within four hundred (400) feet of the use or building which is the subject of an application for joint use of parking. Provided however, that no off-street parking facility for a structure or use permitted in a commercial or manufacturing district shall be located in a residential zoning district. The principal use shall be permitted to continue only as long as its parking requirements are met.
3. 
The developer wishing to take advantage of the provisions of this Section must present satisfactorily written evidence that he/she has permission of the owner or other persons in charge of the satellite parking spaces to use such spaces. The written evidence shall at a minimum consist of a perpetual, mutual parking/access easement submitted for review by the City Planner and duly filed and recorded with the Christian County Recorder; said easement shall include a specific time schedule for the availability of parking by use. The demand for available parking created by each of the uses must occur at separate times, thereby eliminating a conflict of need.
B. 
Principal Use. Off-street parking is hereby prohibited as a principal use in all residential zoning districts. Whenever the proposed principal use of any parcel of land in a non-residential zoning district is off-street parking, the owner and/or developer shall apply for a building permit, site plan or other zoning request involving the construction, expansion or alteration of off-street parking areas. Plans shall include information as to the location and dimensions of off-street parking spaces and the means of access to the spaces. The administrative official shall not approve any application until he/she determines that the requirements of this Section are met.

C. 
Building Or Use Enlarged.
1. 
Commercial. Whenever a building constructed or a use established after the effective date of this Article is changed or enlarged in floor area, number of employees, number of dwelling units, seating capacity or otherwise to create a need for an increase of ten percent (10%) or more in the number of existing parking spaces, such spaces shall be provided on the basis of the enlargement or change. Whenever a building or use existing prior to the effective date of this Article is enlarged to the extent of fifty percent (50%) or more in floor area or in the area used, said building or use shall then and thereafter comply with the parking requirements set forth herein.
2. 
Residential. An approved surface/driveway addition in a residentially zoned district shall not enclose or cover any surface utilities such as water meters, manhole covers, phone boxes, etc. The total surface area of driveway shall not exceed thirty-five percent (35%) of the total area of the front yard calculated from the front elevation of the principal structure to the front and side property lines. The approved driveway addition may be of any composition provided that the addition is constructed of three-eighths (⅜) inch base rock, asphalt, pavers or concrete. A base rock surface will not be permitted where stormwater runoff is capable of transporting the rock to the public right-of-way. Base rock surfacing shall consist of three-eighths (⅜) inch maximum size rock, crushed rock, limestone or dolomite and if this surface is used it must be bordered with landscaping timbers. An addition utilizing base rock or pavers shall be properly prepared with removal of existing vegetation and top soil and placement of a weed barrier prior to the placement of the rock or pavers. Future vegetation growth shall be controlled. Any addition shall be no closer than five (5) feet from the side lot lines. Any surface extending beyond the property line, as depicted in "Figure 1" appended to this Section, to the edge of the street shall be paved. D. 
Surfacing. All off-street parking and driving areas serving newly developed land uses in all zoning districts other than "A-1" shall be surfaced with asphalt or concrete materials. All off-street parking and driving areas serving existing land uses and structures prior to the adoption of this Subsection in all zoning district other than "A-1", "R-1A" through "R-1P" and "R-2" where either: (1) the existing footprint area of the building structure is expanded by fifty percent (50%) or more; or (2) improvements affecting more than twenty percent (20%) of the total existing development site area shall also be required to be surfaced with asphalt or concrete materials. Outdoor storage areas may be surfaced with gravel if they are in conformance with the storage and screening requirements in Section 405.800.

E. 
Curbing. All off-street parking areas, except one-, two- and three-family dwellings, shall be provided with six (6) inch high curb to prevent vehicular encroachment into adjacent yard areas. Bumper blocks may be considered as a reasonable substitution for curbing in applicable areas at the discretion of the Planning and Development Director.

F. 
Recreational Vehicle Parking. The parking of a recreational vehicle for dwelling or business purposes is permitted only in a recreational vehicle park. However, the off-street parking and storage of recreational vehicles is permitted in any zoning district provided that the vehicle is not used for dwelling or business purposes and that the vehicle is parked and stored on the lot in conformance with all applicable regulations in this Article.
G. 
Employee Parking. Parking spaces required for employee shall be based on the maximum number of employees on duty or residing, or both, on the premises at any one time.
H. 
Lighting. Illumination within off-street parking areas shall be designed and installed in a manner which minimizes light scatter to adjacent properties.
I. 
Landscaping/Screening. Landscaping or screening, or both, of open off-street parking areas shall be in conformance with the requirements of Article VI of this Chapter.
J. 
Accessibility. Under no circumstances shall any parking area configuration interfere with access to adjacent facilities/locations. This applies to locations either with or without recorded access easements. Consideration shall also be given to the effect of traffic stacking at drive-up windows to ensure that access is not hindered for adjacent facilities/locations.

A. 
Parking space dimensions shall be striped in accordance with the following provisions. (See the most current "City of Ozark Standard Drawing Details for Public Improvements" Drawings STR-20, STR-21 and STR-22 on file in the City offices.)
1. 
The first ten (10) spaces plus eighty percent (80%) of the spaces over and above the first ten (10) must be nine (9) feet by eighteen feet six inches (18.5 feet) "full-size" spaces.
2. 
If so desired, twenty percent (20%) of the required off-street parking spaces over and above the first ten (10) required spaces can be provided in eight (8) feet by sixteen (16) feet "compact" spaces.
3. 
All compact spaces must be permanently marked for "compacts only."
4. 
Accessible parking space dimensions shall be eight (8) feet by eighteen feet six inches (18.5 feet) containing a five (5) foot access aisle; van-accessible spaces must include an eight (8) foot wide access aisle adjacent and parallel to the space. (See the most current "City of Ozark Standard Drawing Details for Public Improvements" Drawing STR-21 on file in the City offices.)
5. 
Wherever parking areas consist of spaces set aside for parallel parking, the dimensions of such parking areas shall not be less than twenty-two (22) feet by nine (9) feet. (See Drawing STR-20.)

A. 
Public facilities with off-street, self-parking facilities for employees, visitors, or both, shall provide accessible parking spaces for the disabled in conformance with the following requirements.
B. 
Number Of Accessible Spaces. Accessible spaces shall be provided in accordance with the following table. Spaces required need not be provided in the particular lot and may be provided in a different location if equivalent or greater accessibility, in terms of distance from an accessible entrance, cost and convenience is ensured.
C. 
One (1) in every four (4) accessible spaces, but not less than one (1), shall be designated as "lift van accessible only" pursuant to Missouri State law and shall be signed as the law specifies.

D. 
Space And Access Aisle Dimensions. Minimum accessible parking space and access aisle dimensions shall be in conformance with the requirements of the City of Ozark Design Standards for Public Improvements.
E. 
Location. Accessible parking spaces serving a particular building shall be located on the shortest accessible route of travel from adjacent parking to an accessible entrance. In parking facilities that do not serve a particular building, accessible parking shall be located on the shortest accessible route of travel to an accessible pedestrian entrance of the parking facility. In buildings with multiple accessible entrances with adjacent parking, accessible parking spaces shall be dispersed and located closest to the accessible entrances.
F. 
Signage. Accessible parking spaces shall be designated as reserved by a sign showing the symbol of accessibility. Spaces designated for van accessibility shall have an additional sign as specified in Missouri law, "lift van accessible only," mounted below the symbol of accessibility. Such signs shall be located and shall be of sufficient height above the pavement so that said signs are visible and cannot be obscured by a vehicle parked in the space.

Off-street parking shall be provided in accordance with the following table. Where fractional spaces result in computation of parking space requirements, the parking spaces required shall be rounded up to the nearest whole number.

1 space for each room to be rented plus additional space for restaurant or other facilities, in accordance with other Sections of this table.
Commercial Uses
Animal hospitals and veterinary clinics
1 space per each 300 square feet of gross floor area.
Convenience stores with self-service gas sales
1 space per each 250 square feet of gross floor area. Service areas at gas pumps can count as parking spaces.
Planned commercial shopping plazas
1 space per each 250 square feet of gross floor area or 1 space for each 200 square feet of net usable building floor area, whichever requires less parking spaces.
Big box retail stores (excluding hardware and building supply stores)
1 space per each 250 square feet of gross floor area or 1 space for each 200 square feet of net usable building floor area, whichever requires less parking spaces.
Hardware and building supply stores
1 space per each 300 square feet of gross floor area.
Furniture and appliance stores
1 space per each 500 square feet of gross floor area.
Antique stores and flea markets
1 space per each 500 square feet of gross floor area.
Banks and similar institutions, including drive-up facilities
1 space per each 300 square feet of gross floor area. Drive-up windows shall have 3 queuing spaces in addition to 1 space at the service window. The number of queuing spaces may be reduced for additional windows; however, at least 2 queuing spaces are required at each window.
Business or professional and public administration offices (including medical and dental offices)
1 space per each 400 square feet of gross floor area or alternatively, 1 space per employee plus 10% additional spaces plus 1 space for each vehicle kept on the premises for the business.
Health and fitness facilities (youth and/or adult)
1 space for each 300 square feet of total building floor area.
Funeral homes and mortuaries
1 space for every 4 seats, plus 1 space for each employee.
Retail uses (unless listed separately)
1 space for each 300 square feet of total building floor area or l space for each 200 square feet of net usable building floor area, whichever requires less parking spaces.
Retail grocery stores
1 space per 300 square feet of gross floor area.
Restaurants with no pickup or drive-thru service
1 space for every 3 seats, plus 1 space for every 2 employees on the largest shift.
Restaurants with pickup or drive-thru service and on-site seating
1 space for every 3 seats, plus 1 space for every 2 employees on the largest shift. Drive-in restaurants shall have at least 10 spaces. Each window shall have 4 queuing spaces in addition to 1 at the service window. The number of queuing spaces for drive-thru service may be reduced by 20% for each additional window provided; however, there shall be at least 2 queuing spaces at each window. For pick-up service, each window shall have 3 queuing spaces in addition to 1 space at the service window.
Restaurants with pickup or drive-thru and no on-site seating
1 space for each employee on the largest shift but not less than 6. Each window shall have 4 queuing spaces in addition to 1 space at the service window. The number of queuing spaces for drive-thru service may be reduced by 20% for each additional window provided; however, there shall be at least 2 queuing spaces at each window. For pick-up service, each window shall have 5 queuing spaces in addition to 1 space at the service window.
Motor vehicle, manufactured home and recreational vehicle sales and rental
1 space for each 400 square feet of enclosed building floor area.
Vehicle service stations, repair and auto body work
2 spaces for each service bay, 1 space for each employee on a single shift and 1 parking space for each vehicle used directly in the conduct of the business.
Automobile washing establishment
Queuing spaces for waiting automobiles equal to 3 times the maximum capacity for each wash bay, measured by the greatest number of automobiles undergoing some phases of laundering at the same time plus 1 for each 2 employees.
Barber shops and beauty parlors
2 spaces for every chair, plus 1 space for each employee.
Dry cleaners
1 space per each 400 square feet of gross floor area. Drive-up windows shall have 2 queuing spaces in addition to 1 space at the service window.
Greenhouses and landscaping sales
1 space per 200 square feet of gross floor area.
Industrial Uses
Manufacturing, processing, assembly, cleaning, testing, servicing of goods, materials and products
2 spaces for each 3 employees on the largest shift, plus 1 space for each company vehicle.
Truck terminals, warehouses and transfer stations
2 spaces for each 3 employees, plus 1 space for each truck or semi-trailer kept on the premises.
Self-service storage facilities
1 space per each employee plus 1 for each vehicle kept on premises.
Schools, Recreation, And Places Of Assembly
Churches
1 space for each four seats.
Day care center
1 space for each employee, plus 1 space for each 5 children.
Emergency services
1 space per 200 square feet of gross floor area.
Outdoor recreation (unless listed separately)
1 space for every 3 persons, at maximum design capacity.
Parks, playgrounds and athletic fields
1 space for each 5,000 square feet of gross land area or 1 space for every 4 persons at maximum design capacity, whichever is less.
Stadiums, theaters, auditoriums, assembly halls
1 space for every 4 seats.
Swimming pools
1 space for each 38 square feet of pool area.
Tennis courts and clubs (outdoor)
1 space for each 5,000 square feet of gross land area.
Golf activities
Miniature golf course: 2 spaces per hole plus 1 space per 200 square feet of building. Driving range: 1 space per tee plus 1 space per 200 square feet of building. If the site also includes a restaurant/lounge facility, add 1 space for each 3 seats.
Bowling alleys
1 space for every 4 occupants based on occupant loads established by the current adopted version of the Building Code.
Hospitals
2 spaces per bed for inpatient care facilities and 1 space per 250 square feet of gross floor area for outpatient facilities.
Libraries, museums, art galleries
1 space per 400 square feet of gross floor area.
Nursing or rest homes, convalescent centers and similar facilities
1 space for each 3 beds, plus 1 space for each 2 employees on the largest shift.
Preschool, elementary and junior high
1.5 spaces for each classroom or 1 for each 5 seats of the largest place of public assembly, whichever requires the least number of spaces.
High school
1 for each 8 students based on the maximum number of students for which the school is designed plus 2 for each classroom or 1 for each 5 seats of the largest place of public assembly, whichever requires the least number of parking spaces.
Colleges and/or universities
1 space for each employee on the largest shift. Plus 2 spaces for each 3 commuting students of the largest class attendance period. Parking for dormitories, fraternities, sororities and other living quarters shall be calculated separately.
A. 
The number of parking spaces for any use not listed above shall be determined by the Director of Planning and Development taking into account the number of employees, the number of spaces reasonably required by the visiting public, the number required for the most nearly comparable use and nationally accepted standards.
B. 
When a decrease in the required number of parking spaces is proposed by a developer, such decrease may be allowed when additional interior parking lot landscaping is provided as part of the parking plan. Any proposed decrease in the required number of parking spaces shall be subject to approval by the Director of Planning and Development. The applicant must provide information demonstrating that the request for decrease is reasonable and necessary. The percentage of decrease in parking shall result in the same percentage of increase in landscaping.
C. 
No decrease in the number of required parking spaces shall exceed twenty percent (20%).
D. 
Bicycle Parking Reduction Allowance. Up to ten percent (10%) of required automobile parking may be substituted with bicycle parking at a rate of two (2) bicycle spaces for each required automobile spaces. The reduction allowance is applicable to all land uses other than single-family and two-family residential: and to parking lots that contain at least ten (10) or more parking spaces.

A. 
Every building or part thereof erected or occupied for retail business, service, manufacturing, storage, warehousing, hotel, mortuary or any other use similar involving the receipt or distribution by vehicles of materials or merchandise shall provide and maintain on the site premises off-street loading spaces in accordance with the following requirements:
1. 
Within any "C-2" zoning district, one (1) loading space for each ten thousand (10,000) square feet of gross floor area.
2. 
Within any "I-1" zoning district, one (1) loading space for each fifteen thousand (15,000) square feet of gross floor area.
3. 
For the purpose of this Section, an off-street loading space (exclusive of adequate access drives and maneuvering space) shall have minimum dimensions of twelve (12) feet by forty (40) feet and an overhead clearance of fourteen (14) feet in height above the alley or street grade.
