In accordance with Section 320.050 of this Title, the speed limits for the City of Charleston shall be as follows:
The operation of a vehicle at a speed in excess of the following
"posted speed limits" shall be considered evidence of driving at a
rate of speed which is not reasonable, careful, prudent and lawful,
and considered dangerous to person, property, life and limb:

Other Streets: It shall be unlawful for any person or persons
to drive or operate any motor vehicle or motorcycle in any street,
alley, avenue or thoroughfare of this City, within the following limits,
to wit: at a speed greater than fifteen (15) miles per hour in any
alley; at a speed greater than twenty-five (25) miles per hour from
the Missouri Pacific Railroad in the north to the north line of Marshall
Street, and from Matthews Avenue westward to Olive Street; or at a
greater rate of speed than thirty (30) miles per hour in the streets,
avenues or thoroughfares within the limits of all other parts of said
City, excepting herefrom all of those streets, avenues, or thoroughfares
otherwise specifically provided for herein.
