A. All persons shall abide by the following
regulations pertaining to traffic and conduct in the City parks:
1.
The following parks are hereby designated
as "City parks" for the purpose of this Chapter:
Columbia Park
Park Hills Sports Complex
Elvins Park
Elvins Memorial Park
Haney Street Park and Soccer Fields
American Legion Post 39 Neighborhood
Park (Seventh Street)
Lions Club Neighborhood Park (Lewis
Street)
Farmer's Market and River Place
2.
The City Administrator shall designate
the traffic direction for all roads and drives within the City parks
and the same shall be properly posted. All vehicular traffic shall
flow as directed by the posted signs.
3.
The maximum rate of speed for vehicles
within the City parks shall not exceed ten (10) miles per hour, except
where otherwise posted.
4.
Parking of vehicles within City parks
is prohibited, except in designated areas.
5.
No person shall operate an unlicensed
motor vehicle within the City parks.
6.
The possession of intoxicating liquor (as defined in Section
600.010 of this Code) is prohibited, except that the patrons and agents of any Missouri not-for-profit corporation which qualifies for exemption from Federal income tax under Section 501(c)(3) of the Internal Revenue Code shall be allowed to possess malt liquor (as defined in Section
600.010 of this Code) in Park Hills Memorial Sports Complex under the following conditions:
a.
The corporation must hold a City permit for the sale of malt liquor for consumption on premises where sold under Section
600.020 of the Municipal City Code.
b.
Said corporation must hold all necessary
State permits and licenses.
c.
A separate permit to sell malt liquor
under this Subsection at the Park Hills Memorial Sports Complex must
be obtained after completing an application as promulgated by the
City Administrator.
d.
No permit under this Section shall
be granted for more than three (3) consecutive days.
e.
The alcohol shall be sold and consumed
only within a separate area which is set apart by a fence or similar
barrier as approved by the City Administrator and the Director of
Parks.
f.
The seating capacity shall be no
greater than one hundred twenty (120).
g.
No alcohol shall be removed from
the separate area except for transporting said alcohol to the separated
area and away from the separated area by representatives of the permit
holder or the distributor of the alcohol.
h.
No alcohol shall be sold on Sunday
before 12:00 Noon or after 8:00 P.M. and on any other day of the week
before 12:00 Noon or after 11:00 P.M.
7.
The City parks and parking lots used
in conjunction therewith shall be closed to the public and no persons
or vehicles shall be within the City parks or on parking lots used
in conjunction therewith during the following periods of time, except
as otherwise provided below or directed by the City Administrator
in writing. All City parks shall be closed to the public from 10:00
P.M. to 6:00 A.M., except for Columbia Park which shall be closed
from 10:00 P.M. to 5:00 A.M. The Park Hills Sports Complex shall be
closed to the public thirty (30) minutes after the lights are turned
off following the last game or close of the event until 8:00 A.M.,
except that if no activities are scheduled, the Park Hills Sports
Complex shall be closed from sunset until 8:00 A.M. Parking in the
Farmer's Market and River Place parks is reserved for vendors and
patrons only and no parking is allowed after sunset except for City-sponsored
events.
8.
The City Administrator and Parks
and Recreation Director shall promulgate rules of conduct, subject
to City Council approval, for all City parks, including the Park Hills
Sports Complex and the Farmer's Market and River Place parks, which
shall be posted at each location.
9.
Any person violating any of the provisions
of this Section shall, upon conviction thereof, be punished by a fine
not exceeding five hundred dollars ($500.00) or by imprisonment not
to exceed three (3) months, or both such fine and imprisonment.

A. The following fees shall apply to all Parks
and Recreation activities:

1.
Swimming Pool.
a.
Admission: 13 and up: five dollars
($5.00); 3 to 12: four dollars ($4.00); 2 and under free.
b.
Pool party: Two (2) hours: two hundred
dollars ($200.00), plus three dollars ($3.00) for each attendee in
excess of twenty-five (25).
2.
Soccer.
a.
Player registration fee: twenty-eight
dollars ($28.00).
b.
Referee per game fee: fifteen dollars
($15.00).
3.
Softball Leagues.
a.
Men's league: one hundred ninety
dollars ($190.00).
b.
Co-ed league: two hundred fifteen
dollars ($215.00).
c.
All league registration fees include
a refundable forfeit fee of fifty-six dollars ($56.00).
d.
14U/16U/18U girls fast pitch: two
hundred ten dollars ($210.00). Registration fee includes a refundable
forfeit fee of seventy dollars ($70.00).
e.
Ball field rental for tournament:
fifty dollars ($50.00) per day per field.
4.
Code Enforcement fee schedule with
a 1-hour minimum fee and charged at 30-minute increments thereafter.
a.
Backhoe, brush hog, skid steer, garbage
truck, dump truck, high lift, bucket truck, or similar equipment (each):
one hundred dollars ($100.00) per hour.
b.
Mowers, trucks and trailers (each):
seventy-five dollars ($75.00) per hour.
c.
Chainsaw, limb saw, weed eater (each):
fifty dollars ($50.00) per hour.
d.
Cleanup (trash pickup, blower use,
labor), (each person): twenty-five dollars ($25.00) per hour.
e. Administrative fee: thirty dollars ($30.00) per job.
B. The City Council shall not set park fees
charged to non-residents to exceed twice those charged for residents
of the City of Park Hills. The purpose of this Section is to fulfill
the requirements of the regulations of the Land and Water Conservation
Fund promulgated by the Missouri Department of Natural Resources.
C. St. Joe State Park Recreational Use Fee.

1.
Use Fee. A use fee is hereby established
in the amount of ten percent (10%) on all those amounts charged and
collected from patrons entering St. Joe State Park for activities
taking place in the City limits of Park Hills. Said fees collected
shall be used for the Parks and Recreation Department or related projects.
2.
Collection Of Fees. The Mayor and/or
the City Administrator are hereby authorized to negotiate with the
State, or any State agency or entity the terms necessary for the collection
of said fees.
3.
Authorizations. The Mayor and/or City Administrator are authorized to execute and deliver on behalf of the City any documents necessary to carry out the intent of this Subsection
(C) and the City Clerk is hereby authorized to attest any such signatures on any such documents and to affix the City's seal thereto to the extent required by such documents. All officials and employees of the City are authorized and empowered, collectively or individually, to take all other actions and steps and to execute all instruments, documents, agreements and contracts on behalf of the City as they shall deem necessary or desirable in connection with the assessment and collection of said fees and the carrying out of the intention of this Subsection.
D. Pavilion
Reservation Fee. A fee of fifteen dollars ($15.00) is hereby established
for the reservation for use of any City-owned pavilion in Park Hills.
Reservations for any such pavilion will be on a first-come-first-served
basis. Those who have a proper pavilion reservation shall be given
priority over other citizens or organizations for use of the reserved
pavilion. The City Administrator is hereby authorized to set and implement
the procedure for taking and organizing pavilion reservations.
