All City elections shall be conducted and held in conformance
with the provisions of Chapter 115, RSMo.

A. A municipal election for the qualified voters of this City shall
be held on the first (1st) Tuesday after the first (1st) Monday in
April as set forth herein.
B. On the first (1st) Tuesday after the first (1st) Monday in April
beginning 1994 and every four (4) years thereafter, a municipal election
of the qualified voters of the City of Vinita Park shall be held for
the purpose of electing a Mayor who shall hold his/her office for
a term of four (4) years and until his/her successor is elected and
qualified.
C. On the first (1st) Tuesday after the first (1st) Monday in April
beginning in 2017 and every four (4) years thereafter, a municipal
election of the qualified voters of the City of Vinita Park shall
be held for the purpose of electing one (1) Alderman from each ward
who shall hold his/her office for a term of four (4) years and until
his/her successor is elected and qualified.
1. Village Of Vinita Terrace, Consolidation Into The City – Board
Members – Procedure.

a. With the advice and consent of a majority of the members of the Board
of Aldermen, the Mayor of the City of Vinita Park shall appoint two
(2) officers of the former Village of Vinita Terrace to serve on the
City of Vinita Park's Board of Aldermen.
b. Those officers of the former Village of Vinita Terrace appointed
to the Board of Aldermen of the City of Vinita Park shall hold such
office until the April 2018 municipal election.
c. As and for the April 2018 municipal election only, the residents
of Ward IV shall elect two (2) members to the Board of Aldermen of
the City of Vinita Park. At such election for Aldermen, the person
receiving the highest number of votes in Ward IV shall hold office
for four ( 4) years, and the person receiving the next highest number
of votes shall hold officer for three (3) years. Thereafter, Ward
IV shall elect Aldermen consistent with the City's municipal election
schedule, unless a special election is required.
2. The number of members of the Board of Aldermen for the City of Vinita
Park shall be eight (8) members as of the date of the consolidation
of the Village of Vinita Terrace into the City of Vinita Park, Missouri.
D. On the first (1st) Tuesday after the first (1st) Monday in April
beginning in 2018 and every four (4) years thereafter, a municipal
election of the qualified voters of the City of Vinita Park shall
be held for the purpose of electing one (1) Alderman from each ward
who shall hold his/her office for a term of four (4) years and until
his/her successor is elected and qualified.
E. On the first (1st) Tuesday after the first (1st) Monday in April
beginning 1994 and every four (4) years thereafter, a municipal election
of the qualified voters of the City of Vinita Park shall be held for
the purpose of electing a Collector who shall hold his/her offices
for a term of four (4) years and until his/her successor is elected
and qualified.

Any person who desires to become a candidate for an elective
office at the general City election shall file with the City Clerk,
not prior to the hour 8:00 A.M. on the seventeenth (17th) Tuesday
prior to nor later than 5:00 P.M. on the fourteenth (14th) Tuesday
prior to the next City municipal election, a written declaration of
his/her intent to become a candidate at said election. The City Clerk
shall keep a permanent record of the names of the candidates, the
offices for which they seek election, and the date of their filing,
and their names shall appear on the ballot in that order.

A. No
person shall qualify as a candidate for elective office in the City
of Vinita Park who has been found guilty of or pled guilty to a felony
or misdemeanor under the Federal laws of the United States of America
or to a felony under the laws of this State or an offense committed
in another State that would be considered a felony in this State.
B. Any
person who files as a candidate for election in the City of Vinita
Park shall be disqualified from participation in the election for
which the candidate has filed if such person is delinquent in the
payment of any State income taxes, personal property taxes, municipal
taxes, real property taxes on the place of residence, as stated on
the declaration of candidacy, or if the person is a past or present
corporate officer of any fee office that owes any taxes to the State.
C. In
addition to any other document which may be required by this Code,
each potential candidate for elective office shall complete and file
with the City Clerk an affidavit which shall be consistent with the
provisions of Section 115.306.2(2) RSMo., as it may be amended from
time to time.

The City Clerk shall, on or before the seventeenth (17th) Tuesday
prior to any election at which City offices are to be filled by said
election, notify the general public of the opening filing date, the
office or offices to be filled, the proper place for filing, and the
closing filing date of the election. Such notification may be accomplished
by legal notice published in at least one (1) newspaper of general
circulation in the City.

A. Applications. Applications for public office may be picked
up at City Hall one (1) week prior to the opening filing date.
B. Filing Fee. A five dollar ($5.00) filing fee must accompany
the completed application when it is turned in at City Hall.
C. Offices Applied For. No applicant may submit an application
to run for more than one (1) office at any specific election. (For
example, an applicant cannot run for Alderman and Mayor at the same
election.)
D. Submission Of Application And Fee. Applicants may submit
application at the Administrative Offices of the City of Vinita Park
at 8374 Midland Boulevard. Applications must be submitted with the
five dollar ($5.00) filing fee. Then, if there is more than one (1)
person in line at the time the application process begins, the City
Clerk shall provide numbers to assure the applications are processed
in the proper order. Anyone who does not have his/her application
properly completed and his/her five dollar ($5.00) fee ready (unless
it is a minor insertion needed on the application), will lose his/her
place in line and/or his/her or her spot on the ballot. Once the application
is completed and received, the person submitting the application will
be given a position on the ballot commensurate with the time the completed
application and filing fee were submitted.
In City elections, the City Clerk shall notify the Board of
Election Commissioners prior to 5:00 P.M. on the tenth (10th) Tuesday
prior to any City election except as noted in Section 115.125.1, RSMo.
The notice shall be in writing, shall specify that the Board of Aldermen
is calling the election, the purpose of the election, the date of
the election, and shall include a certified copy of the legal notice
to be published including the sample ballot. The notice and any other
information required by this Section may, with the prior notification
to the election authority receiving the notice, be accepted by facsimile
transmission prior to 5:00 P.M. on the tenth (10th) Tuesday prior
to the election, provided that the original copy of the notice and
a certified copy of the legal notice to be published shall be received
in the office of the election authority within three (3) business
days from the date of the facsimile transmission.

The Board of Aldermen hereby adopts the City map setting out
the ward boundaries for the City, which is on file at City Hall.
