The provisions of this Article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XII (§ 99-49), attached to and made a part of this chapter.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XIII (§ 99-50), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XIV (§ 99-51), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XV (§ 99-52) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XV, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XVI (§ 99-53) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVI, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XVII (§ 99-54) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVII, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVIII (§ 99-55) at any time between the hours listed in said Schedule XVIII of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVIII, attached to and made a part of this chapter.
Except as provided in Schedule XIX (§ 99-56), attached to and made a part of this chapter, the parking of vehicles is hereby prohibited on all streets in the village between the hours of 3:00 a.m. and 6:00 a.m. daily.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XX (§ 99-57) except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The locations described in Schedule XXI (§ 99-58), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XXII (§ 99-59), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XXIII (§ 99-60), attached to and made a part of this chapter, are hereby designated as bus stops.
The areas provided in Schedule XXIV (§ 99-61), attached to and made a part of this chapter, are designated as emergency access areas. The parking of vehicles in such areas is hereby prohibited.
A. 
The streets or parts of streets described in Schedule XXV (§ 99-62), attached to and made a part of this chapter, are designated as snow emergency streets, and the Mayor of the village is hereby authorized to declare a snow emergency whenever he or she deems the same necessary in order to permit snow plowing and removal.
B. 
Parking on either side of a snow emergency street during a declared snow emergency is hereby prohibited.
C. 
Any vehicle found parked in violation of the provisions of Subsection B of this section may be towed and removed as set forth in Article IV of this chapter.
D. 
For the purpose of effecting snow plowing and snow removal on all non-snow emergency streets, the village is hereby authorized to post temporary snow removal signs on such streets, requiring that all vehicles be removed from such streets within 24 hours of the posting of said signs.
E. 
Any vehicle found parked in violation of Subsection D of this section and the temporary snow removal signs posted pursuant thereto may be removed and towed as set forth in Article IV of this chapter.
No person shall park a vehicle in any handicapped zone as designated in Schedule XXVI (§ 99-63), attached to and made a part of this chapter, without a permit issued in compliance with § 404-a or 1203-a of the State Vehicle and Traffic Law.

All motor vehicles which are capable of hauling, towing, pulling or carrying loads in excess of nine tons are hereby prohibited from parking or standing on all streets in the Village of Chatham (exclusive of state highways), except for the purpose of local deliveries on said streets.

All motor vehicles which are legally parked on village streets or highways must be moved once in every 24 hours.
