Pursuant to the statute in such case made and provided, there
is hereby established a Board of Health in and for the Borough of
Bellmawr, to be known as the "Board of Health of the Borough of Bellmawr."
The Board of Health shall elect annually at the January meeting
a President. A Secretary shall be elected for a three-year term. It
shall be the duty of the Secretary to perform such duties as the Board
of Health may direct and to transmit an annual report, after approval
by the Board, to the Borough Council. The Secretary shall act as executive
officer for the Board when it is not in session; he or she shall make
investigations for, enforce the ordinances of and perform such other
duties as may be directed by the Board of Health. He or she shall
have all the power and authority conferred by law upon the Board when
he or she is performing such duties. The Secretary shall not perform
the duties delegated to the Health Officer except in his absence or
when no Health Officer has been appointed.
The Board hereby created shall have, exercise and perform all
the powers, authority and duties vested in and pertaining to local
boards of health under and by virtue of N.J.S.A. 26:3-31 and such
other New Jersey state statutes which govern local boards of health
and bureaus of vital statistics.
The Board shall adopt rules and regulations for its own government.
The Mayor and Council may appoint an attorney to serve as legal
advisor to the Board. If so appointed, such solicitor shall be appointed
by the Mayor with the advice and consent of the Borough Council to
serve a one-year term or until his successor is appointed.
The Board shall not contract any debts of any kind in excess
of its appropriations.
