All persons, firms and corporations desiring to connect, install or renew service connections with the water mains of the Borough shall do so subject to the following.
Application shall be made in writing to the Borough Clerk on appropriate forms furnished by the Borough.
If the application is approved, the applicant shall pay a fee as provided for in Chapter 210, Fees, for the issuance of a permit. This charge does not include the cost of a permit for street opening. A permit for street opening shall be secured before work is begun.

All service pipes, whether new or renewed, shall be composed of the following materials:
A. 
Up to two-inch: Type K copper service.
B. 
Over two-inch: one-hundred-fifty-pound cast iron.
After the issuance of the permit and the street opening permit, where such is required, the Water Department will install the corporation cock on all service connections up to one inch. This work will be done exclusively by the employees and representatives of the Water Department, and no other person or persons shall at any time install, replace, repair, maintain, change, alter or relocate any service connections with any Borough-owned water main. All service connections over one inch shall be installed under the supervision of the Water Department at the expense of the applicant.
Without the special authorization of the Water Department of the Borough, water service will not be furnished to any building that is not located upon a parcel of land adjacent to any public street, avenue or highway, and the service connection shall be constructed and maintained only from the water main in such street, avenue or highway which the parcel of land adjoins, and if there is no water main in such street, avenue or highway, water service will not be furnished by the Borough unless the construction of a water main is financed pursuant to Borough ordinance by the owner of the property for which water service is desired. Where the building to which water service is to be furnished is located upon a parcel of land that is adjacent to more than one street, avenue or highway, the service connection shall, unless otherwise authorized by the Borough, be constructed from the water main in the street, avenue or highway upon which the parcel of land fronts, and if there is no water main in such street, avenue or highway, the service connection may, with the special authorization of the Water Department of the Borough, be constructed from a water main located in any other street, avenue or highway with which the parcel of land is contiguous.
No service connection shall, without the special authorization of the Water Department of the Borough, be used to supply water to more than one property. Garages and other structures accessory to the main building and used exclusively in conjunction therewith may be supplied with water from the connection and meter serving the main building. Complete, separate service connections are required for twin houses and similar structures.
The service pipe from the corporation cock to the water meter shall be installed, repaired, maintained and renewed by the owner or other person in possession of the property served and without any cost or expense whatsoever to the Borough and in accordance with the following specifications and requirements:
A. 
An authorized representative of the Borough will designate the location for every installation or renewal of a water service connection, and the same shall be installed only at the location so designated.
B. 
The service from the corporation cock to the water meter shall never be of less diameter than the service pipe from the water main to the corporation cock, and where the required diameter of the service pipe is one inch, such pipe shall be of copper suitable for use underground and shall comply with the Class A specifications for copper pipe adopted by the American Society for Testing Materials and with the United States government specifications for copper pipe, Type K WW-T-799. No underground connection is permitted except at the corporation cock or curb box. In connecting copper pipe with the water meter, only red brass nipples, ells and fitting shall be used. The use of any galvanized iron parts for this purpose will not be permitted.
C. 
Where the diameter of the service pipe exceeds one inch, such pipe shall be of wrought iron or cast iron as directed by an authorized representative of the Water Department of the Borough.
D. 
The service pipe shall be laid at right angles with the water main and in a straight line from the corporation cock to within the wall of the building to which service is to be furnished. Under no circumstances will elbows, bends or offsets or crooked, bent or dented pipe be permitted in any water service connection.
E. 
Every part of the service connection from the corporation cock to the building to which service is to be furnished shall at all times be located at a depth of at least four feet beneath the surface of the ground.
F. 
A compression stop and waste, or valve of a diameter not less than that of the service, tested to a minimum of 125 pounds' pressure, shall be installed inside the building, as close as practicable to the point of entrance of the service pipe, for use in shutting off the supply of water whenever necessary.
G. 
A separate trench shall be used in the installation of the service pipe, which pipe shall at all times and throughout its entire length be not less than three feet from any and all gas, sewer and other pipes or mains.
H. 
Immediately after the installation of the service pipe from the corporation cock to the building and before such pipe is covered, the Water Department of the Borough shall be notified at its office in order that an authorized representative of the Borough may be afforded an opportunity to inspect the installation, and the pipe shall not be covered until such inspection has been made and the installation approved in writing by the Water Superintendent in conformity with the ordinance of the Borough then in effect.
I. 
Should the owner or occupant of the property to which water service is furnished have occasion to renew or relay all or any part of the service pipe from the curb stop or valve to the building under circumstances not requiring, in the renewal of the service, connection from the water main to the curb stop or valve, notice of such renewal or relaying of service pipe or any part thereof shall be given to the Water Department of the Borough, which shall be notified at its office in order that an authorized representative of the Borough may be afforded an opportunity to inspect the work, and the pipe shall not be covered until such inspection has been made and the work approved in writing by the Water Superintendent in conformity with the ordinance of the Borough then in effect.
J. 
For the purpose of ascertaining whether the service connection is constructed, maintained and used in accordance with these regulations, the Borough of Bellmawr shall have the right, by its authorized representatives, to inspect the service connection throughout its entire length and, for such purpose, to enter upon the land and premises where the connection is located and to make any excavations thereon that may be necessary to facilitate such inspection, the surface of the ground being restored to its former condition where any such excavations shall have been made by the representatives of the Water Department of the Borough. The Borough shall bear the expense of such inspections.
K. 
The Borough will not furnish water through any service connection not installed, maintained and used in accordance with the foregoing article and such additions thereto and amendments thereof as may be made by the Borough from time to time.
After the service connection shall have been completely installed from the water main to the building in accordance with the ordinance of the Borough, a water meter will be placed by the Water Department of the Borough in a location to be determined by a representative of the Water Department of the Borough, and water will be supplied upon the execution and delivery to the Borough, by the owner of the property, of a contract in such form and containing such terms and provisions as the Borough shall prescribe.
The water meter installed on the premises shall at all times be and remain the sole property of the Borough.
All water boxes shall be installed between the curb and sidewalk.
Where the water box or shutoff is located on the property of the owner and the water service is to be disconnected by reason of delinquency of payment and said owner shall refuse permission to enter on said property for such purpose, water service shutoff shall be made from the street. In that event, said owner shall pay an additional charge as provided in Chapter 210, Fees, for restoration of service.

In the event that a property owner or person in possession shall desire to have his water meter tested for accuracy, the work shall be done under the following conditions: such person shall deposit with the Borough a sum as provided in Chapter 210, Fees, and in case the meter so tested shows a registration of more than 3% in excess of the actual amount of water passing through it, no charge shall be made for the meter testing. If said test shall show that the meter was not registering inaccurately to the extent of 3% of the actual amount of water passing through it, the deposit shall become the property of the Borough.

Any meter damaged, removed or tampered with shall be repaired or replaced by the Water Department at the expense of the property owner.
Any person violating any provision of this article shall, upon conviction thereof, be subject to a fine not exceeding $2,000 or imprisonment in the county jail for a term not exceeding 90 days or a period of community service not exceeding 90 days, or any combination thereof, in the discretion of a court of competent jurisdiction. Each and every day that such violation shall continue shall be a further and separate offense under the terms of this article, subject to the penalties herein prescribed.
