There is hereby created and established the Office of City Clerk for the City of Buckner, Missouri.

A qualified person shall be appointed City Clerk for the City of Buckner, Missouri, by a majority vote of the full Board of Aldermen. The person so appointed shall serve for a one-year term.

The City Clerk, before entering upon the duties of his/her office, shall file with the City a bond in the amount of sixty five thousand dollars ($65,000.00); such bond shall be approved by the Board of Aldermen, and such bond shall insure the City of Buckner for the faithful and honest performance of the duties of the City of Buckner and for rendering a full and proper account to the City of Buckner for funds and property which shall come into the possession or control of the City Clerk. The cost of such bond shall be paid by the City of Buckner; however, should the City Clerk be covered by a blanket bond to the same extent, such individual bond shall not be required.

The City Clerk shall receive compensation as may be determined from time to time by the Board of Aldermen.

The City Clerk shall serve at the pleasure of the Board of Aldermen. A majority of the Board of Aldermen may remove the City Clerk from office at will.

A. 
Responsibility For Administration And Completion Of Duties Of Designated Personnel. The City Clerk shall be responsible for the administration and completion of duties now and hereafter outlined by ordinances pertaining to the City Clerk, and any and all other personnel assigned to the City Clerk's office by ordinance or by administrative order of the Mayor.
B. 
Duty To Keep Journals of Proceedings Of Board of Aldermen, To Preserve Other City Records. The City Clerk shall keep a journal of the proceedings of the Board of Aldermen; and shall safely and properly keep all records and papers of the City entrusted to him, as provided for in the Revised Statutes of Missouri.[1]

C. 
Duty To Administer Oaths. The City Clerk shall administer official oaths and oaths to persons certifying to demands or claims against the City, as provided for in the Revised Statutes of Missouri.[2]

D. 
Designation As General Accountant Of City. The City Clerk shall be the general accountant of the City, as provided for in the Revised Statutes of Missouri.[3]

E. 
Duty To Attest, Seal, Record Commissions, Warrants, Etc. The City Clerk shall attest all commissions, warrants and other documents requiring attestation drawn by the Mayor, affix thereto the seal of the City, and keep an accurate record thereof in a book provided for the purpose as provided in the Revised Statutes of Missouri.[4]

F. 
Duty To Countersign, Seal City Licenses. The City Clerk shall countersign and affix the seal of the City to all licenses set by ordinances of the City, as provided in the Revised Statutes of Missouri.[5]

G. 
Duty To Make Out Tax Books. The City Clerk shall make out appropriate and accurate tax books of real and personal property taxes to be collected, business, liquor and occupational licenses to be collected, setting out in suitable columns opposite the name of each person, the item of taxable property and the amount due thereon.
H. 
Duty To Withhold Licenses Until Delinquencies Are Satisfied. Before the issuance of licenses, the City Clerk shall ascertain any taxes, fees or duties in arrears and shall withhold issuance of licenses until delinquencies, if any, are satisfied with the Collector, all as provided for and in accordance with the Revised Statutes of Missouri.[6]

I. 
Annual Report To Board Of Aldermen Required. The City Clerk shall report annually at the first meeting in September to the Board of Aldermen. These reports shall embrace a full statement of the receipts and expenditures of his office, and such other matters as may be required from time to time by the Board of Aldermen, by ordinances, resolution or otherwise.
J. 
Purchasing. The City Clerk shall be a purchasing agent for the City of Buckner and all purchases not to exceed five hundred dollars ($500.00) shall be under his/her direction and supervision, and all such purchases shall be made in accordance with purchasing rules and procedures approved by the Board of Aldermen.
K. 
Attend Board Of Aldermen Meetings. The City Clerk shall attend all meetings of the Board of Aldermen.
L. 
Interference By Members Of The Board of Aldermen. No individual member of the Board of Aldermen shall directly interfere with the conduct of any department or duties of employees subordinate to the City Clerk.
M. 
Conference Attendance. The City Clerk shall attend state and regional conferences and programs applicable to his/her office, and the business of the City of Buckner, whenever such attendance is directed and approved by the Board of Aldermen and Mayor.
