The enforcement of the terms and provisions of this Chapter
are made the duty of the Supervisor of Animal Control or anyone having
the authority of Animal Control Officer, humane officer or City Police
Officer.

Any Supervisor of Animal Control, Police Officer, or humane officer is authorized to enter any premises where any animal is kept or harbored to inspect conditions under which such animal is kept and may require the owner of any dog or cat to exhibit a license therefore. However, if the owner, occupant, or other person with lawful possession of the premises in question refuses to allow the City to enter onto such premises, the City may request an administrative warrant pursuant to Section
130.135 of this Code, if such administrative warrant is required by law.

A. It
shall be the duty of humane officers to keep or cause to be kept accurate
and detailed records of the licensing, impoundment and disposition
of all animals coming into their custody.
B. It
shall be the duty of humane officers to keep or cause to be kept accurate
and detailed records of all bite cases reported to them and its investigation
of same.
C. It
shall be the duty of humane officers to keep or cause to be kept accurate
and detailed records of all monies belonging to the City, which records
shall be open to inspection at reasonable times by such persons responsible
for similar records of the City and shall be audited annually by the
auditors selected by the City.
