A. 
It shall be unlawful for a person to own, keep, harbor or maintain any dog or cat, or ferret or potbellied pig within the City limits unless such dog or cat is licensed as provided in this Division. Failure to license dog or cat will result in a fine of fifty dollars ($50.00) payable to the Supervisor of Animal Control or a designated agent. Dogs and cats that are intended to be sold, given away or turned over to a humane agency before they reach the age of six (6) months are exempt from the provisions hereof.
B. 
The licensing provisions of this Division shall not apply to non-residents of the City unless they keep a dog or cat within the City for more than thirty (30) days.

Written application for a dog or cat, or ferret or potbellied pig license shall be made to the Supervisor of Animal Control or a designated agent. The application shall state the name, address, telephone number (if any) and a driver's license number (or in lieu of a driver's license number, a Social Security number) of the owner, proof of current rabies vaccination for any dog or cat, or ferret over six (6) months of age and the name, breed, color, sex and distinguishing marks of the dog or cat, ferret or potbellied pig. No individual under seventeen (17) years of age shall make application for a dog or cat license. Potbellied pigs do not require a rabies vaccination.

The Supervisor of Animal Control or a designated agent shall issue a receipt and a numbered metallic or plastic tag for each dog or cat, ferret or potbellied pig licensed and shall maintain for three (3) years records of such tags.

Licenses shall be issued for a period of either one (1), two (2) or three (3) years from the date of issuance, and shall coincide with a current rabies vaccination. Any valid dog or cat license issued by another municipality shall be accorded full recognition as a legal substitute under this Section for the remainder of the City license year.

It shall be unlawful for a person to use a dog or cat, ferret or potbellied pig license tag or rabies tag for a dog or cat, ferret or potbellied pig other than that for which it was issued.

If a dog or cat license is destroyed or lost, a duplicate may be obtained from the City.
