A. Office Of City Administrator. There is hereby created and
established the office of City Administrator for the City of Rogersville,
Missouri. The City Administrator shall continue to be the Chief Administrative
Assistant to the Mayor and shall have general superintending control
of the administration and management of the government business, subject
to the direction and supervision of the Mayor. The duties and powers
of the City Administrator shall be as follows.
B. Appointment And Tenure. The tenure of the office of the
City Administrator shall be for an indefinite term and shall be appointed
by the Mayor with approval of the majority of the Board of Aldermen.
He/she shall serve in such capacity until his/her resignation or removal.
He/she may be removed from office by the action of the Mayor with
the consent of the majority of the members of the Board of Aldermen.
C. Qualifications. The qualifications for the office of City
Administrator shall be as follows: The City Administrator shall be
at least twenty-five (25) years of age. He/she shall devote his/her
full time to the performance of the duties of his/her office. He/she
shall not have to reside within the City limits of Rogersville, Missouri.
D. Bond. The City Administrator, before entering upon the duties
of office, shall file with the City a bond in the amount of twenty-five
thousand dollars ($25,000.00). The bond shall be approved by the Board
of Aldermen and shall insure the City of Rogersville for the faithful
and honest performance of the duties of the Administrator and for
rendering a full and proper account to the City for funds and property
which shall come into the possession or control of the City Administrator.
The cost of such bond shall be paid by the City; however, should the
City Administrator be covered by a blanket bond to the same extent,
such individual bond shall not be required.
E. Compensation. The City Administrator shall receive such
compensation as may be determined from time to time by the Board of
Aldermen and such compensation shall be payable semi-monthly.
F. Duties. The duties and responsibilities of the City Administrator
shall be to:
1. Act as assistant to the Mayor and perform such duties as are assigned
by him/her.
2. Supervise the administration of City Government.
3. Carry out day-to-day operation of the City at the direction of the
Mayor and Board of Aldermen.
4. Be responsible for management of department heads on a day-to-day
basis, excluding the Police and Fire Departments.
5. Monitor the financial status of the City.
6. Prepare and present a monthly and annual report to the Board of Aldermen.
7. Prepare and present a monthly accounting to the Board of Aldermen.
8. Prepare and deliver an agenda packet to the Mayor, Aldermen and City
Attorney by the Friday evening prior to a Board meeting.
9. Prepare a preliminary budget with recommended expenditures for the
coming year by May first (1st) of each year.
10. Recommend management policies for light, water and sewer, and street
departments.
11. Direct the supervision of all appointed employees, excluding elected
officers and all employees of the Police Department.
12. Recommend wage classification systems.
13. Recommend purchase of tools and equipment.
14. Make a continual review of sources of grants and special programs
to assist the City.
15. At the direction of the Mayor, act as a liaison with the media.
16. Attend all meetings of the Board of Aldermen.
G. Powers. The powers of the City Administrator shall be to:
1. Supervise all real and personal property of the City.
2. Have direct supervision over all appointed employees, excluding elected
officers and all employees of the Police Department.
3. Recommend the appointment and termination of all non-elected City
employees with final decision to be made by the Board of Aldermen.
4. Make rules and regulations for department employees, excluding the
Police Department.
5. Enter into contracts on behalf of the City of Rogersville without
prior approval of the Board of Aldermen if the contractual amount
does not exceed one thousand dollars ($1,000.00) and has been previously
included within an approved budget.
H. Subject To Mayor And Board. At no time shall the powers
or duties of the City Administrator supersede the action of the Mayor
and the Board of Aldermen. However, no member of the Board of Aldermen
shall directly interfere with the conduct of any department or duties
of employees subordinate to the City Administrator except at the express
direction of the Board of Aldermen or with the approval of the City
Administrator.
