In accordance with Section 320.010 of this Code, except for the streets hereafter designated and for streets adjoining public parks, and except upon controlled access highways on the State of Missouri, the maximum speed limit on any street in the City limits of Rogersville shall be twenty-five (25) miles per hour except where otherwise designated, and no vehicle shall be operated in excess of twenty-five (25) miles per hour, except where otherwise designated, on any of said streets:
