The Rogersville Board of Aldermen, in support of the Webster
County Enhanced Enterprise Zone program adopted by the Webster County
Commission on December 22, 2009, hereby authorizes the establishment
of incentives designed to promote investment and create jobs.

The Rogersville Board of Aldermen approves the geographic boundaries
of the Webster County Enhanced Enterprise Zone which encompasses and
includes the approved census tract area within the corporate city
limits of the City of Rogersville as shown on the map of the Webster
County Enhanced Enterprise Zone.

Upon thirty (30) days' notice from the Webster County Enhanced
Enterprise Zone Board to the Rogersville Board of Aldermen, the Rogersville
Board is hereby authorized to offer property tax abatement on improvements
to real property in Rogersville made by qualified businesses at a
level of abatement of up to ninety percent (90%) on improvements for
ten (10) years provided the businesses create at least two (2) new
full-time jobs and one hundred thousand dollars ($100,000.00) of new
investment pursuant to the Webster County Commission's Resolution
2009-02 adopted December 22, 2009, a copy of which is on file in the
City offices.

The following industries as set forth in Webster County Commission
Resolution 2009-02 further identified by their North American Industry
Classification System (NAICS) will be eligible for tax abatement provided
they are located within the Webster County Enhanced Enterprise Zone
and make improvements to their property located within Webster County
and within the City of Rogersville:

Certain industries are specifically excluded by Section 135.950,
RSMo., including gambling establishments (NAICS industry group 7132),
retail trade (NAICS sectors 44 and 45), educational services (NAICS
sector 61), religious organizations (NAICS industry group 8131), public
administration (NAICS sector 92) and food and drinking places (NAICS
subsector 722). However, under certain circumstances, headquarters
or administrative offices of an otherwise excluded business may qualify.

by this resolution are (1) Ethyl Alcohol Manufacturing (NAICS code
325193); and (2) Petroleum Refineries (NAICS code 324110).
